ROW acquisition from <br />these parks should be avoided; if ROW acquisition is needed it will result in a use of a <br />Section 4(f) resource. <br />• There is a proposed trail that runs along SR 23 throughout the project area. There are three <br />underground storage tanks, one leaking underground storage tank and one brownfield in the <br />project area. A Red Flag Investigation will be completed for this project and will identify any <br />areas of coordination with agencies. <br />• There are no identified water resources bisecting the project area. No waterway permits are <br />anticipated at this time. <br />• It is assumed that all work will occur within existing ROW and no archaeological fieldwork <br />will be required. <br />• There is one property that is listed on the National Register of Historic Places (NRHP): <br />Walker Field Shelterhouse, NR-1860, listed in 2006. <br />• There are six potential historic properties within the project area: <br />o Our Lady of Hungary School, IHSSI No. 201-598-20070, rated “outstanding” <br />o Tafelski House, IHSSI No. 201-598-20035, rated “notable” <br />o House, IHSSI No. 201-598-20041, rated “notable” <br />o Immanual United Methodist Church, IHSSI No. 201-598-20098, rated <br />“outstanding” <br />o Toth State Bank, IHSSI No. 201-598-20018, rated “outstanding” <br />o Weisser Market, IHSSI No. 201-598-20064, rated “notable” <br />• There are dozens of surveyed historic properties with a rating of “contributing” and dozens <br />of un-surveyed properties that may require survey. Once the scope has been refined, only <br />the properties within the scoped area will be surveyed. <br />• Due to the existing sidewalks and curbs within the proposed project area, it is anticipated <br /> that the MPPA Category B may apply. <br />o It is assumed that a Section 1 and 2 form will be completed to complete the <br />Section 106 documentation for this project. A Qualified Professional must field <br />check the proposed project area since the project will take place adjacent to or <br />within a NRHP eligible or listed property. <br />o SJCA will coordinate with the client during project development to determine if <br />the MPPA will apply. If scope elements such as curb bump outs or new signage <br />will be placed adjacent to or within a historic property/district, then INDOT <br />Cultural Resources Office (CRO) may require full Section 106 review to <br />determine the effects of the undertaking upon historic properties. SJCA will <br />coordinate appropriately with INDOT CRO throughout the project life cycle. <br />o Full 106 review fees are included only if required by INDOT CRO. <br /> <br />Tasks Not Covered under This Proposal: <br />• Weekly or bi-weekly project meetings; it is anticipated that up to three staff will attend no <br />more than three project meetings. All meetings except the preliminary field check (PFC) are <br />assumed to be virtual and will not require travel to the project site. <br />• Any changes in scope or impacts to resources not observed during preliminary desktop <br />review that would require additional documentation. <br />• Any work required due to right-of-way acquisition above 0.5 or equal to acres. <br />• Any adverse impacts to endangered/threatened species. <br />• Any preparation of the mailing list for the Notice of Entry letters.
