Anticipated Project Schedule: • After the client gives the Notice to Proceed along with the approved project schedule, SJCA Inc. will complete the scope of work, dependent upon receiving the appropriate project information and seasonal weather conditions. Letting is expected to be 2024. o It is assumed that the field assessment will be completed summer 2022 o It is assumed that a scope and STG 1 plans may be available by the end of 2022 o Environmental Schedule  Section 106 review will occur AFTER STG 1 plans are approved by the City of South Bend to determine if the work will fall under the MPPA or require Full 106 review. • If the former, SJCA will submit the MPPA Section 1 form to INDOT within 30 days of receiving approved STG 1 plans. • If the latter, SJCA will coordinate with INDOT CRO in either submitting the MPPA Section 1 form to determine what level of Section 106 review will be needed or draft an Early Coordination Letter (ECL) and submit to INDOT CRO within 30 days of receiving approved STG 1 plans. • INDOT CRO review times are 25 business days. • If Section 2 form is required, SJCA will complete the site visit and submit the form to INDOT CRO within 30 days of recommendation from INDOT CRO. • This submission will require another 25-business day review. • If INDOT determines that the project falls under MPPA, INDOT will provide a determination form and Section 106 will be complete. • If INDOT determines that the project does NOT fall under the MPPA, then SJCA will immediately begin working on the Full 106 review. A schedule for that project will be provided to the client at that time. • The CE will be submitted to INDOT for review upon completion of the Section 106 review. o RFI can be completed and submitted in fall 2022 with proposed areas of scope (averaging a 6-month review time) o All other work including the early coordination and bat inspection will occur concurrently during the Section 106 review process.
