No. <br />2100025. Shrewsberry & Associates, LLC will enter into a subconsultant agreement with SJCA <br />Inc., who will complete the National Environmental Policy Act (NEPA) and Section 106 of the <br />National Historic Preservation Act (NHPA) documentation, and comply with all related federal, <br />state, and local laws in accordance with the most current Indiana Department of Transportation <br />(INDOT) regulations. <br /> <br />Client Contact: <br />Mark St. John, mstjohn@shrewsusa.com <br />Shrewsberry & Associates, LLC <br />317.960.4212 <br /> <br />Project Location: <br />The proposed undertaking is located in the Our Lady of Hungary Neighborhood generally <br />bounded by Indiana Avenue to north, Ewing Avenue to the south, Olive Street to the west, and <br />Franklin Street to the east in South Bend, St. Joseph County, Indiana. <br /> <br />SJCA Level of Work and Deliverables: <br />• Categorical Exclusion (CE) Level 1 Document <br />o Due to the unknown parameters of the project area and scope, a CE-1 document <br />is anticipated. In case scope items do not meet the Programmatic CE (PCE) <br />criteria, the CE-1 will cover the work to be done without requiring a supplemental <br />and possible delay on the project. It is anticipated that the project will be billed <br />on an hourly basis; therefore, if it is determined after sufficient project <br />information is received that the project falls under the PCE criteria, which will <br />require less documentation and work than a CE-1 document, the maximum not- <br />to-exceed fee amount below will not be invoiced in full. <br />• Section 106 – Minor Projects Programmatic Agreement (MPPA) and Full 106 Review <br />o Due to the unknown parameters of the project area and scope, both MPPA <br />Section 1 and 2 forms and full 106 review are included, with the latter only <br />being charged if required by INDOT Cultural Resources Office (CRO). <br /> <br />Project Description: <br />Based on information received by the client on March 18, 2022: This project involves the Safe <br />Routes to School program within the neighborhood of Our Lady of Hungary. The program will <br />involve the design of the replacement sidewalks and Americans with Disabilities (ADA) <br />compliant curb ramps. The project will focus on major walking routes to and from local schools. <br />No right-of-way (ROW) acquisition is anticipated. <br /> <br />Environmental Observations/Concerns: <br />• Coordination with the IDEM Office of Land Quality may be required. <br />• There is one park within project area and one adjacent.
