Version 6-8-2017 <br />24 <br />b.Perform field reconnaissance to verify that the INDOT Level 2 CE impact criteria and <br />thresholds would not be exceeded by the project, and to collect information on resources within <br />the project area. <br />c.Prepare preliminary resource information about the project and project area including <br />supporting maps and photographs (aerial and ground). <br />d.Prepare a Red Flag Investigation using the current INDOT template, including IDEM Virtual <br />File Cabinet Data review. <br />e.Perform Early Coordination with state and federal natural resource and regulatory agencies. <br />f.Complete USFWS IPaC programmatic consultation. <br />g.Prepare a Section 106 Minor Projects Programmatic Agreement submittal and submit to <br />INDOT. It is assumed that the project will not impact previously undisturbed soils. <br />h.Perform environmental studies to assess the project’s effects upon social economic and <br />environmental resources, including water resources, terrestrial habitats and wildlife, and <br />community resources such as neighborhood cohesion, aesthetics and noise. <br />i.Prepare a Draft CE, using the appropriate current INDOT document template, for INDOT <br />review/comment. <br />j.Revise the Draft CE, as necessary, and submit to INDOT for release for public involvement. <br />k.Assist in the disposition of public comments relating to environmental issues. <br />l.Finalize the CE after INDOT certification of the public involvement process. Submit the Final <br />CE to INDOT for approval. <br />m.Prepare requested duplicate copies of approved CE for distribution and the LPA’s files. <br />n.Complete and upload the Environmental Commitments Database Spreadsheet. <br />o.The above-described environmental compliance services shall be performed in accordance with <br />the Procedural Manual for Preparing Environmental Documents (INDOT, 2008), the Indiana <br />Categorical Exclusion Manual (INDOT/FHWA-IN, 2021), the Indiana Cultural Resource <br />Manual (2014) and other guidance and/or procedures for compliance issued by INDOT and <br />FHWA. <br />K.Waters of the US Determination Report <br />1.Waters of the US Determination Report services for surface waters and wetlands will be provided <br />for the project. The Waters of the US Determination will be based on the CONSULTANT’s best <br />judgment based on the guidelines set forth by the US Army Corps of Engineers for determining the <br />jurisdictional status of surface waters and wetlands. If wetlands are identified, a routine wetland <br />delineation will be performed. The final determination of jurisdictional waters is ultimately made <br />by the US Army Corps of Engineers. The services required for the Waters of the US Determination <br />Report include: <br />a.Gather available secondary source data including, but not limited to, topographic and/or USGS <br />quadrangle maps, National Wetland Inventory Maps, NRCS soil surveys, aerial photographs, <br />and FEMA flood maps and various documents and maps that may be available from State, <br />county or local public agencies. <br />b.Perform an on-site reconnaissance to collect supplemental information about the general <br />characteristics of identified drainage features and wetlands including vegetation, soils and site <br />hydrology. Review the collected data and determine whether the vegetation, soils and <br />hydrology characteristics indicate the presence of jurisdictional wetland(s). <br />c.Conduct field flagging of the ordinary high-water mark (OHWM) of any potentially <br />jurisdictional the ditch/surface waters for survey pick-up.
