Zoning and Vacation Committee <br /> January 22, 1990 <br /> Page 2 <br /> Upon further discussion Council Member Coleman made a motion <br /> seconded by Council Member Luecke that Phase II of the <br /> zoning amendments be begun by the City. The motion passed. <br /> Upon further discussion Council Member Luecke made a motion <br /> seconded by Council Member Coleman that Substitute Bill No. <br /> 140-87 be recommended favorably to Council. The motion <br /> passed. <br /> The next item on the agenda was to review Bill No. 96-89 <br /> which would amend the zoning ordinance for property located <br /> at the east corner of Ireland Road and Miami Highway in the <br /> City of South Bend. Mr. Michael Danch noted that the <br /> Substitute Bill is being offered on behalf of Goodrich <br /> Quality Theatres. It would allow the Petitioner to build a <br /> fourteen (14) plex-theatre complex. He noted that BZA <br /> granted the reduction of parking spaces and that there would <br /> be screening along the east boundary added to the final site <br /> plan. He noted that the mall was built in 1972 and as a <br /> result of Mr. Johnson's request, the entire area would be <br /> kept within one site plan. <br /> Council Member Slavinskas stated that several of his <br /> constituents were concerned over parking. It was noted that <br /> if the area would be rezoned and the development take place <br /> that an additional 370 parking spaces would be added by this <br /> development. <br /> Upon questioning it was noted that construction is to begin <br /> in February with the theatres to be open in the fall. It <br /> was also noted that Scottsdale Mall would be actually <br /> building the theatre complex and then would be leasing it <br /> back to the petitioner. Drawings of the theatre complex <br /> were passed out to the committee to review. (copies <br /> attached) <br /> Upon further discussion Council Member Coleman made a motion <br /> seconded by Council Member Zakrzewski that Substitute Bill <br /> No. 96-89 be recommended favorably to Council. The motion <br /> passed. <br /> Council Member Slavinskas then noted that the next Bill on <br /> the agenda was to review Bill No. 97-89 which is a zoning <br /> ordinance for the property located at 2411 South Main <br /> Street. He also noted that this was a substitute Bill which <br /> received favorable action at the December 19th meeting of <br /> the Area Plan Commission. <br /> Mr. Don Ross of Cressy & Everett spoke on behalf of the <br /> Petitioner. He noted that the building in question is the <br /> old Kroger store. Clifford Hamilton & Son would be moving <br /> its operation into this location. It is a mechanical <br />
