fhnmmtttrr larpnrt <br /> ZONING AND VACATION COMMITTEE <br /> illy tip Unman email of t1 (d ig of*fly Sint: <br /> The January 22, 1990 meeting of the Zoning and Vacation <br /> Committee was called to order at 3 : 35 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Coleman, <br /> Duda, Voorde, Niezgodski, Puzzello, Slavinskas, Zakrzewski, <br /> and Luecke; Jack Mathews, Pat DeClercq, Don Porter, David <br /> Chapleau, Mike Danch, Don Ross, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Slavinskas noted that the first item on the <br /> I agenda was to discuss Bill No. 140-87 which would amend <br /> Chapter 21 of the Municipal Code entitled Zoning. He noted <br /> that the Zoning and Vacation Committee had met several times <br /> previous to this meeting to discuss the Bill in detail. Mr. <br /> David Chapleau was then called upon from the City Attorney's <br /> Office to briefly highlight the Bill. He noted that there <br /> were eight basic areas addressed in the Bill which now <br /> totals 100 pages. These included: reducing nonconforming <br /> uses, clarifying many of the definitions, including changes <br /> and clarifications within the various use districts, <br /> amending the height and area regulations and development <br /> standards, addressing off-street parking and loading <br /> regulations, addressing the powers and authorities of the <br /> Board of Zoning Appeals, addressing the veto power of the <br /> Mayor, and addressing annexation procedures with regard to <br /> "A" Use and "A" Height and Area regulations. Council Member <br /> Slavinskas noted that the Bill in the revised form received <br /> a favorable recommendation at the Area Plan Meeting of <br /> December 19th. <br /> Council Member Puzzello stated that the office designation <br /> is a concept which she would like the City to start working <br /> on in the very near future. Mr. Jack Mathews stated that <br /> such concepts would be addressed in Phase II of the <br /> revisions of the Zoning Ordinance. Both he and Mrs. <br /> DeClercq stated that they would be most interested in moving <br /> ahead on the next phase of the amendments. Council Member <br /> Slavinskas noted that the City of Elkhart and Elkhart County <br /> st should be considered with regard to the buffer type zones <br /> which they have and their office designations. Council <br /> Member Luecke also suggested changes with regard to <br /> annexation procedures with regard to zoning classification <br /> and height and area as well as concerns with regard to the <br /> BZA and non-conforming use changes. <br /> EF.:. <br />
