City of South Bend: PE/RW Services for Bendix Drive 7 <br />ENVIRONMENTAL <br />NEPA PROCESS: <br />The environmental process, including public involvement, is a critfcal path toward project <br />advancement, and document approval must precede ROW acquisitfon. <br /> <br />IDENTIFICATION & EVALUATION OF PRELIMINARY ALTERNATIVES <br />To ensure the project provides a balance of impacts to both human and natural <br />environments, Lochmueller will coordinate with the City of South Bend and key stakeholders <br />to develop and evaluate reasonable alternatfves. The preliminary preferred alternatfve will <br />be carried forward and evaluated within the NEPA document. <br /> <br />DRAFT NEPA DOCUMENT <br />Our team will submit the draft NEPA document to INDOT Central Environmental Services as <br />soon as the design progresses to where impacts can be properly assessed — typically, soon <br />after Stage 2 plan development. <br /> <br />PUBLIC INVOLVEMENT <br />INDOT and FHWA will approve a public involvement plan (PIP) as it specifically outlines our <br />outreach approach. Jessica Clark and C.J. Cunningham both have experience preparing PIPs <br />and leading public involvement efforts. They will <br />coordinate with the City of South Bend and INDOT to <br />identffy the channels to satfsfy facilitatfon, partfcipatfon, <br />communicatfon, and feedback solicitatfon during the <br />scoping stage. <br /> <br />A road diet is considered a substantfal change to a <br />roadway’s functfon. As such, INDOT’s Project <br />Development Public Involvement Procedures Manual <br />requires disbursement of notfce to stakeholders and a <br />published notfce in the South Bend Tribune upon <br />approval of the draft NEPA document. This will introduce <br />the project and its environmental findings while providing <br />the opportunity for comments regarding the project or <br />request a public hearing.
