City of South Bend: PE/RW Services for Bendix Drive 8 <br />PROJECT APPROACH <br />RIGHT-OF-WAY ENGINEERING, ACQUISITION, & TITLE REPORTS <br />We understand the intent of this project is to keep the improvements within the existfng apparent right -of-way (ROW), and more specifically, <br />within the existfng hard surface footprint as much as possible. Our analysis will include reviewing previously dedicated or a cquired ROW <br />records to verify the City has clear tftle to all of the existfng ROW, obtain tftle reports for each parcel and as necessary, prepare all ROW plats <br />and legal descriptfons for the acquisitfon of any permanent and/or temporary ROW. <br /> <br />Our team will manage the ROW acquisitfon process in accordance with INDOT guidelines and the Uniform Relocatfon Assistance a nd Real <br />Property Acquisitfon Policies Act of 1970. Our team of land acquisitfon professionals repeatedly perform on LPA Federal Aid Projects, and <br />Barbie will maintain regular contact, coordinatfng their efforts throughout the process and keep this project phase on schedu le. <br />APPROACH DETAILS <br />Based on the above informatfon, our experience with completed and ongoing LPA projects, <br />relatfonships with the City of South Bend, NICTD, and Airport Authority, and our knowledge of <br />the INDOT-LPA Guidance document, we offer the following approach to this project. <br /> <br />Our detailed project approach covers many aspects of the Bendix Drive project including, <br />transitfoning from a 4-lane to a 3-lane corridor, safety improvements, actfve transportatfon <br />elements, railroad coordinatfon and system enhancements, pavement reconstructfon, <br />drainage consideratfons, and maintenance of traffic plan. <br /> <br />The existfng 4-lane concrete roadway is in a state of severe deterioratfon, with joint failure <br />and numerous full-depth patches. The facility has served its useful life and requires a <br />complete 4R project per IDM Chapter 53 for an urban arterial, intermediate classificatfon facility using 11 -foot minimum lanes with a two- <br />foot curb off-set. The desirable width of the auxiliary center lane is 12 feet. The recommended typical sectfon is a contfnuatfo n of the recently <br />constructed sectfon of Bendix Road to the north through Contract R -37497. The required typical sectfon to accommodate a 10-foot multf-use <br />trail with a 5-foot minimum offset along the east side of Bendix Drive does extend beyond the current footprint. In order to provide a two- <br />foot clear area along the east side of the trail, the antfcipated additfonal width of work is four feet to east of the existf ng back of curb. <br />Other design elements include: <br />» Traffic Signal Upgrade and Lighting – new signals at Lathrop Street and Voorde Drive with adjusted head placement is necessary to <br />match the new lane configuratfon adjustments and update lightfng along the corridor. <br /> <br />» Drainage – Our team will confirm conditfon and capacity of the existfng storm sewer system is adequate for use and supplement with <br />new infrastructure as necessary to collect and convey run-off. <br /> <br />» Multi-Use Path—new 10-foot pathway extension along the east side of Bendix Drive from Lathrop Street south to Voorde Drive. Path <br />alignment may conflict with NICTD South Shore line near the southern project limits and require narrowing path to eight (8) f eet or <br />removing the tree lawn to provide separatfon from the rail line. <br />PAVEMENT DETERIORATION <br />(Looking south at Voorde Dr.) <br />BENDIX DRIVE <br />(Southbound) TRAFFIC SIGNAL at LATHROP ST. <br />CONCRETE PANEL CRACKING HMA PATCHING DETERIORATION PROPOSED TRAIL LOCATION POTENTIAL TRAIL CONFLICT
