City of South Bend: PE/RW Services for Bendix Drive 6 <br />PROJECT PURPOSE & NEED <br />PURPOSE & NEED <br />Bendix Drive is functfonally classified as a Principal Arterial - <br />Other and is a major north-south transportatfon route in the <br />City of South Bend. Bendix Drive carries approximately <br />10,440-12,745 vehicles per day and 770-820 trucks per day. <br /> <br />We understand the City’s objectfve with this project: <br /> <br />Provide a high-quality transportatfon route, promotfng <br />pedestrian safety, enhancing accessibility and maximizing the <br />utflity of the right-of-way by incorporatfng a multfmodal <br />transportatfon focus while reducing the vehicular footprint. <br />A PRELIMINARY LOOK AT THE <br />PROJECT SITE <br /> <br />In preparatfon of this Letter of Interest, we gathered data and <br />reviewed available informatfon: <br /> <br />» Visited site to review corridor layout, observe existfng <br />conditfons, and obtain photographs <br /> <br />» Downloaded LIDAR data and developed a preliminary <br />alignment and layout to view the 3-lane configuratfon <br />and typical sectfon impacts within the available <br /> right-of-way footprint <br /> <br />» Viewed the MACOG GIS website to review right-of-way <br />informatfon and parcel ownership <br /> <br />» Downloaded and reviewed R-37497 Bendix Drive – Road <br />Reconstructfon from 0.1 miles north of Lathrop Street to <br />the south end of the bridges over I-80 (Toll Road) <br />constructfon plans and contract book <br /> <br />» Performed a Preliminary Red Flag Investfgatfon using 46 <br />GIS layers to screen and identffy potentfal environmental <br />concerns <br />LIMITED SUBSURFACE <br />INVESTIGATION <br />We recommend a Phase II Environmental Site <br />Assessment (ESA) on gathered soil samples collected <br />at four 700-foot intervals between NITCD’s crossing <br />and Lathrop to assess the presence of any chemicals <br />of concern (COCs) at the former landfill to the east of <br />Bendix Drive. These boring results will determine any <br />necessary excavatfon methods for the safety of <br />constructfon improvements. <br />HAZARDOUS MATERIALS <br />Three hazardous material sites of concern near the <br />project area will require investfgatfon. We <br />recommend early engagement with INDOT Site <br />Assessment and Management (SAM) and field <br />investfgatfons to determine if any contaminated <br />soils will be encountered during constructfon. <br /> <br />UTILITY PRESENCE AND COORDINATION <br /> <br />Few utflity impacts are antfcipated along this corridor as constructfon will <br />occur within the existfng footprint with minimal impact during pavement <br />reconstructfon, storm sewer upgrades, and trail constructfon. <br /> <br />A NIPSCO 12-inch natural gas pipeline is found running through the west side <br />of the project area.
