The existing quarry and pits east of the project <br />will limit the outlet potential outlet locations or may require <br />easements to reach a suitable outlet. <br />The Kapur team will perform analysis to ensure all drainage <br />pipes are sized appropriately for anticipated flows and will <br />work with the City to determine the optimal storm sewer <br />layout and outlet for the Bendix Drive project. <br />ENVIRONMENTAL <br />PROTECT AND PRESERVE. <br />WETLANDS <br />According to the U.S. Fish and Wildlife Service (USFWS) <br />National Wetlands Inventory, there is an isolated wetland <br />adjacent to and east of Bendix Drive. <br />If required, Kapur has in-house staff available to delineate <br />wetlands located in the Army Corps of Engineers Midwest <br />Region. <br />During the field review it appears there is a strong likelihood <br />that poor subsurface soils may exist that will require <br />special consideration. Kapur recommends a geotechnical <br />investigation be conducted to determine areas for potential <br />excavation below subgrade and dewatering methods during <br />construction. <br />Kapur will coordinate with INDOT and consult with <br />USFWS as required to protect rare species such as the <br />state endangered Kirtland’s snake and federally/state <br />endangered Indiana bat <br />ENDANGERED RESOURCES <br />ENVIRONMENTAL DOCUMENT <br />The Kapur environmental team will prepare the necessary <br />environmental documentation (Categorical Exclusion [CE]) <br />required under the National Environmental Policy Act and <br />associated INDOT and Federal Highways Administration <br />requirements. The team will coordinate with INDOT District <br />staff on properties of environmental concern, waterway <br />permitting applications, and analysis of impacts to other <br />infrastructure to ensure project schedules are maintained and <br />deadlines met. <br />CONSTRUCTION STAGING <br />KEEP IT MOVING. <br />Kapur will develop plans to minimize disruption of access to <br />local stakeholders during construction and stage work to allow <br />the contractors to work safely and efficiently and deliver a <br />high- quality finished product. A comprehensive traffic control <br />plan and transportation management plan will be developed <br />after receiving input from the City, INDOT, and the public <br />involvement process. <br />Kapur anticipates that the improvements will be constructed <br />under traffic with traffic control. Construction access at <br />driveways and side streets will be maintained as necessary, <br />potentially with half-at-a-time construction. Due to the airport <br />industrial area access from Bendix Drive, construction staging <br />and access at driveways and at Lathrop Street and Voorde <br />Drive will be maintained to the extent possible using multiple <br />staging and partial or short-duration detours. <br />RIGHT-OF-WAY ACQUISITION <br />EXTENSIVE AND EFFICIENT. <br />Resolution Group Inc. and J. Williams Appraisal Group will <br />provide plat preparation, description writing, and right-of-way <br />plan preparation. Our design team will work closely with these <br />team members during the right-of-way engineering to ensure <br />the appropriate and necessary land interests are acquired for <br />the project. <br />The team will research contact information immediately upon <br />notice to proceed and provide a single point of contact for <br />property owners to reassure them of the various activities <br />they may expect. <br />We are committed to bringing any potential issues to the <br />forefront of the project to ensure all stakeholders understand <br />potential problems, delays, or schedule-critical items. This <br />enables stakeholders to strategise how to overcome issues <br />before they become a problem and ensure continued pace as <br />scheduled for a successful project. <br />UTILITIES <br />OVERHEAD OR UNDERGROUND, WE HAVE IT COVERED. <br />With power poles, overhead wires, streetlights, watermain and <br />other underground facilities located within the Bendix Drive <br />corridor, coordination with multiple utility companies will be <br />necessary to complete this project. It is imperative that the <br />Kapur team’s coordination with these utilities begins early and <br />continues throughout the design process. The right-of-way <br />plat must be completed on schedule to allow time for property <br />acquisition and utility relocations prior to construction. <br />Minimizing utility work during construction helps avoid <br />conflicts and delays. <br />PROJECT APPROACH
