SURVEY PRECISION, INNOVATION, RELIABILITY Kapur is a national leader in the collection and use of 3D data as well as the leveraging of 3D technology throughout project design and construction. Common methods of data collection at Kapur: +GPS rovers +Total stations +Photogrammetry unmanned aerial vehicles (UAVs) +Stationary and mobile LiDAR +Aerial LiDAR (UAVs) The majority of survey data collected for the Bendix Road project will be collected with stationary or mobile LiDAR because it eliminates the need for additional trips to the project site. LiDAR data consisting of millions of points known as “point clouds” will be combined to produce accurate and precise 3D measurements and mapping. The 3D data is easily viewable by the City via the Kapur cloud- based data viewer. The use of LiDAR ensures better survey coverage, requiring less trips to the project for additional survey, and provides a safer survey process for the crews. PUBLIC INVOLVEMENT FOSTERING A RELATIONSHIP WITH THE COMMUNITY. Because the public is increasingly interested in influencing the details of transportation projects, they must be closely involved from design through construction. Our goal is to respond to these desires while balancing our responsibility to design a safe and efficient facility. The Kapur team collaborates with the public and agency stakeholders to garner informed consent on all our projects. Informed consent is the willingness of project stakeholders to eventually support a course of action that they might first oppose because it serves a greater good. Our public involvement plan will focus on affected businesses along Bendix Drive and in the adjoining airport industrial areas. Our plan will include up to three public involvement meetings to gather input on the purpose and need, develop the proper range of improvement alternatives, and finalize the selected alternative’s details. Further one-on-one property owner coordination will take place with impacted businesses as plan details and traffic staging plans are developed. In addition to group and individual meetings, our team will prepare and distribute up to three project newsletters during design to keep area businesses informed as to the status of the project. During construction our team will prepare and distribute project updates to keep all informed of the construction progress. ROADWAY DESIGN PAVING THE WAY TO THE FUTURE. Roadway plans, profiles, and cross sections will be developed in accordance with current Indiana Design Manual guidelines, input from the public, and coordination with the City of South Bend and INDOT. The Request for Proposal indicates that a three-lane roadway be constructed with a multi-use path on the east side. With no access points, the east side of the roadway is an excellent location for a bi-directional multi use path. A field review indicates six commercial driveways on the west side of the roadway to at least three businesses. All three businesses appear to have multiple driveways which will help to maintain access while under construction. The existing roadway lighting system on wood poles with overhead power lines should be evaluated to upgrading for LED lights and underground power. DRAINAGE GO WITH THE FLOW. The Request for Proposal indicates a storm sewer will also be added. Other than at the intersections at Lathrop Street and Voorde Drive, there does not appear to be storm sewer in Bendix Drive.
