DES: 2100022 | City of South Bend - LaPorte District - PE/RW Services for Bendix Drive | 6 <br />PROJECT APPROACH <br />WE CONSIDER THE CITY OF SOUTH BEND <br />AND INDOT AS OUR MOST VALUABLE <br />TEAM MEMBERS THROUGHOUT THE <br />ENTIRETY OF THE PROJECT. <br />SURVEY <br />PRECISION, INNOVATION, RELIABILITY <br />Kapur is a national leader in the collection and use of 3D data <br />as well as the leveraging of 3D technology throughout project <br />design and construction. <br />Common methods of data collection at Kapur: <br /> +GPS rovers <br /> +Total stations <br /> +Photogrammetry unmanned aerial vehicles (UAVs) <br /> +Stationary and mobile LiDAR <br /> +Aerial LiDAR (UAVs) <br />The majority of survey data collected for the Bendix Road <br />project will be collected with stationary or mobile LiDAR <br />because it eliminates the need for additional trips to the <br />project site. LiDAR data consisting of millions of points known <br />as “point clouds” will be combined to produce accurate and <br />precise 3D measurements and mapping. <br />The 3D data is easily viewable by the City via the Kapur cloud- <br />based data viewer. The use of LiDAR ensures better survey <br />coverage, requiring less trips to the project for additional <br />survey, and provides a safer survey process for the crews. <br />PUBLIC INVOLVEMENT <br />FOSTERING A RELATIONSHIP WITH THE COMMUNITY. <br />Because the public is increasingly interested in influencing <br />the details of transportation projects, they must be closely <br />involved from design through construction. Our goal is to <br />respond to these desires while balancing our responsibility <br />to design a safe and efficient facility. The Kapur team <br />collaborates with the public and agency stakeholders to garner <br />informed consent on all our projects. Informed consent is the <br />willingness of project stakeholders to eventually support a <br />course of action that they might first oppose because it serves <br />a greater good. <br />Our public involvement plan will focus on affected businesses <br />along Bendix Drive and in the adjoining airport industrial <br />areas. Our plan will include up to three public involvement <br />meetings to gather input on the purpose and need, develop <br />the proper range of improvement alternatives, and finalize the <br />selected alternative’s details. Further one-on-one property <br />owner coordination will take place with impacted businesses <br />as plan details and traffic staging plans are developed. <br />In addition to group and individual meetings, our team will <br />prepare and distribute up to three project newsletters during <br />design to keep area businesses informed as to the status <br />of the project. During construction our team will prepare <br />and distribute project updates to keep all informed of the <br />construction progress. <br />ROADWAY DESIGN <br />PAVING THE WAY TO THE FUTURE. <br />Roadway plans, profiles, and cross sections will be developed <br />in accordance with current Indiana Design Manual guidelines, <br />input from the public, and coordination with the City of South <br />Bend and INDOT. <br />The Request for Proposal indicates that a three-lane roadway <br />be constructed with a multi-use path on the east side. With <br />no access points, the east side of the roadway is an excellent <br />location for a bi-directional multi use path. <br />A field review indicates six commercial driveways on the west <br />side of the roadway to at least three businesses. All three <br />businesses appear to have multiple driveways which will help <br />to maintain access while under construction. <br />The existing roadway lighting system on wood poles with <br />overhead power lines should be evaluated to upgrading for <br />LED lights and underground power. <br />DRAINAGE <br />GO WITH THE FLOW. <br />The Request for Proposal indicates a storm sewer will also <br />be added. Other than at the intersections at Lathrop Street <br />and Voorde Drive, there does not appear to be storm sewer <br />in Bendix Drive. The profile and adjoining lands are relatively <br />flat with drainage predominantly to the east towards the St
