CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION <br />Vote: 8-0. Eight in favor, none opposed. <br />COA#2021-1029A-3 is approved. <br />Upon a motion by Eric Stalheim seconded by Elizabeth Hertel, and carried by vote, the Historic <br />Preservation Commission DENIES Certificate of Appropriateness Application #2021-1029A-4. <br />Commission President Gelfman clarified that, in motions for denial, Commissioners are required <br />to state their reasons for denial. Roll was called. <br />Commissioner Brazinsky (AYE): I agree with Joanie as far as her being in there and you know it <br />should stick to more of the original with the two windows versus six so that is the reason that I <br />denied. <br />Commissioner Hertel (AYE): I denied due to the fact that I don't know that it is fitting with the <br />standards and guidelines of the area and the historic integrity of the home. <br />Commissioner Deegan (NAY): <br />Commissioner Andrews (AYE): I denied according to the standards and guidelines, original <br />windows and doors shall be retained. If they could be retained and you just added you know two <br />square windows on either side, I would be more amenable to that <br />Commissioner Gelfman (AYE): I denied due to the fact that this is not only an outstanding home <br />within the district, but it is also architecturally sound, and I would leave the windows as is and I <br />agree with everything that Sarah has said as well. <br />Commissioner Wyncott (NAY): <br />Commissioner Stalheim (AYE): I concur with the rest of the Commission's points. <br />Commissioner Downs-Krostenko (AYE): I agree that the removal of these signature details and <br />the removal of the windows would be inappropriate for the Commission and that the proposal <br />for a band of six windows is architecturally incongruous with the style of the house. <br />Certificate of Appropriateness #2021-1029A-4 is denied. <br />Vote: 6-2. Six in favor, two opposed. <br />COA#2021-1029A-4 is denied. <br />Upon a motion by Commissioner Hertel, being seconded by Commissioner Downs-Krostenko and <br />unanimously carried by vote, the applicant can reapply with a modified project and the fee will <br />be waived, was approved. <br />Vote: 8-0.
