Municipal Services Facility <br /> $635, 000 is the proposed total amount in the bond issue. <br /> Shaun Watt reviewed the proposed capital improvements , which <br /> would be a one-time expenditure. <br /> $135, 000 is proposed for a salt storage facility. The City <br /> is looking at a concrete dome structure with a 20-25 year life, and a <br /> 12-15, 000 ton storage capacity. Presently the City is renting a <br /> warehouse at $29, 000 a year which is expected to go up to $33 ,000 <br /> next year. Tnside storage is necessary in light of run-off problems, <br /> and a sealed bottom is necessary to be environmentally safe. Councilman <br /> Voorde questioned whether an underground facility had been considered. <br /> Excavation costs may be prohibitive. <br /> $20, 000 of the proposed $145, 000 would be needed to repair <br /> the MSF building. Councilmen McGann and Voorde questioned whether <br /> "quanset" buildings had been considered. The Administration will <br /> look into it further. <br /> $300, 000 is proposed for the MSF roof and insulation. The <br /> insulation would be blown in foam insulation with an "R-factor" of <br /> 5. 4. Presently there is no "R-factor. " The building was built in <br /> 1967. <br /> Councilman McGann stated that he had never heard of so many <br /> maintenance problems in public buildings. He further stated that this <br /> would not be tolerated in the private sector. <br /> STREET DEPARTMENT <br /> $3 ,259, 000 is the proposed total amount in the bond issue, with <br /> $1,759, 000 for 1981, and $1,500,000 for 1982. <br /> The $394, 000 for motor equipment would purchase = 5 tantem trucks, <br /> 2 sweepers, and 1 loader. The $265, 000 proposed for the alley <br /> maintenance program would purchase 2 slurry rigs, 2 tantem trucks, and <br /> 1 loader. <br /> The concrete street maintenance program would complete 26 <br /> blocks at 1300 square yards a block. <br /> Councilman Voorde questioned the philosophy of spending <br /> $265, 000 to buy equipment for the alley program. He stated that the <br /> City should experiment first and consider grading problems. <br /> Councilman McGann believed the City was undertaking too much <br /> with its proposed concrete street maintenance program. <br /> Councilman Taylor stated the concrete street situation was <br /> "critical" 8 years ago, and that most of the problem areas were in <br /> the 5th and 6th districts. <br /> Councilman Kopczynski stated that much of the problem with <br /> concrete streets, in his district was caused by the muck and poor <br /> soil compaction. <br /> -3- <br />
