D. Rejected Bids/Quotes <br />1) Salvation Army Roof - 2/9/2021 <br />i. Low bid from Slatile rejected, project awarded to Midland as they met the <br />MWBE goal. This was the last project to go out using the combined MWBE <br />goal – all projects after were split into MBE and WBE. <br /> <br />2) Ignition Park EV Charger (120-044 & 120-044R) - 3/9/2021 <br />i. Low bidder did not meet goals, nor GFE. Only a MBE was identified as a <br />subcontract and GFE was not filled out. <br />ii. Next low bidder was over budget for base bid and all alternates, would have <br />required rejection of alternates to award. <br />iii. Form MWBE-2.0 was updated shortly before the first bid and needed to be <br />updated for rebid. Having the old form included in bid specs necessitated a <br />rebid for fairness and clarity to bidders. <br />iv. All bids were rejected in original bid due to several math and MWBE-related <br />errors in contractors’ bids. <br />v. Project will not go forward. <br /> <br />3) Mayflower and Sample 120-052- 3/23/2021 and 6/22/2021 <br />i. All three bids were rejected and the proj ect was re-bid. The two lowest <br />bidders (Milestone and JBL Signals & Lighting) did not meet MWBE goals and <br />could not prove a good faith effort was made. The third bid (Rieth Riley) <br />exceeded the budget. <br />ii. On the rebid, two bids were received (Milestone and Rieth Riley). JBL did not <br />submit. Both Milestone and Rieth Riley met the MWBE requirements and the <br />project was awarded to Milestone. <br /> <br />4) 905 Michigan - 4/14/2021 and 6/8/2021 <br />i. All three bids rejected during first bid process. Low bid Green Demo had tried <br />to use Local 645 laborers as MBE. Green Demo was low bid during 2nd bid <br />round, and met both goals. <br /> <br />5) United Way - 5/11/2021 and 7/13/2021 <br />i. Both bids rejected during first bid process - neither Robert Henry nor <br />Ziolkowski met goals.
