CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE II) 3 <br />PROJECT APPROACH <br />KEY CHALLENGES & SUCCESS STRATEGIES - SCHEDULE & CONSTRUCTABILITY <br />PROJECT ELEMENTS <br />Many factors lead to constructing a successful multi-use path. Knowing what to look for before an operation begins enables our team to <br />deliver quality and avoid potential delays and increased costs. Our team reviewed the project documents and outlined the majo r project <br />elements that will be most critical for a successful project: <br /> <br />TECHNICAL EXPERTISE & UNDERSTANDING <br />CHALLENGE: Complete trail before Notre <br />Dame football games start in Fall of 2022. <br /> <br />UNDERSTANDING: With the proximity to <br />the University of Notre Dame du Lac, it is <br />recommended to begin any traffic <br />restrictions after the last day of spring <br />graduation on May 5, 2022 and end any <br />restrictions one to two weeks before the <br />first day of classes on August 22, 2022. <br /> <br />STRATEGY: Marc and his team will hold the <br />contractor accountable for the schedule, <br />budget, and work quality. Their daily and <br />consistent communication will keep the <br />contractor progressing. <br />CHALLENGE: IDNR Permit Restriction #3, <br />#6, and #23 raises constructability red flags. <br /> <br />UNDERSTANDING: The permit restricts <br />work in the waterway March 15 – June 15, <br />July 15 – November 30, and the use of <br />cofferdams, causeways, etc.; the contractor <br />must expect to request waivers and plan <br />ahead to complete the project on time. <br /> <br />STRATEGY: If the City’s design team has not <br />already initiated these discussions, Marc <br />and his team will meet with DNR on-site to <br />facilitate the modification request, open <br />the communication lines, and coordinate <br />between the City, designer, and IDNR. <br />CHALLENGE: Four-to-six-month lead time <br />for the elastomeric bearing pads. <br /> <br />UNDERSTANDING: INDOT Area Engineer <br />typically adjusts the contract completion <br />time to account for this expected delay. <br />Based on the current schedule, the bearing <br />assemblies would be available in July. <br /> <br />STRATEGY: Our team will discuss potential <br />schedule stumbling blocks up front or before <br />the pre-construction meeting. Recognizing <br />these hurdles and how they impact the <br />construction sequence is a critical attribute <br />our team possesses. We will work to ensure <br />these elements are moving as required. <br />PIERS & ABUTMENTS <br />» Verify removal areas & sound <br />concrete <br />» Verify new reinforcing steel – <br />place horizontal bars on the inside <br />or outside of the vertical bars <br />» Verify epoxy-injected crack repair <br />& shot-crete locations above the ordinary high water mark <br /> <br />DECK CONSTRUCTION – DECK POUR DRY RUN <br />» Verify reinforcement placement is according to plans <br />» Hold dry run with finish machine – verifies deck depth & checks <br />reinforcing steel cover depth is greater, but not significantly <br />more than minimum <br />» Verify pour sequence – ensures proper beam deflection <br /> <br />PEDESTRIAN RAIL, LIGHTING, SIGNAGE, & AMENITIES <br />» Verify connection details & conduit placement <br />» Verify placement & foundation construction <br />» Coordinate on delivery of stored materials & amenities <br />TRAIL & APPROACHES <br />» Verify subgrade meets required compaction testing <br />» Check grades, speed table & curb ramps – promotes ADA <br />compliance & smooth approach transition <br />» Verify trail & project drainage patterns <br />» Regularly inspect & verify proper function of SWPPP erosion & <br />sediment control measures <br /> <br />UTILITY COORDINATION <br />» Monitor work around 60kV AEP line, buried 42" below <br />proposed trail grade, running along the north side of the trail <br />» Aware of two water service lines crossing the trail near the east <br />end of the project for the old St. Joseph High School building <br />» Ensure the contractor’s actfvitfes does not disturb the existfng <br />24” RCP sanitary line running along the alley & crossing under <br />the path around STA 27+00 <br />We also recommend the special provisions include language highlighting the <br />environmental restrictions and necessary path to request a time and methods waiver, thus <br />protecting the City against contractor claims for additional compensation related to <br />building cofferdams or utilizing a causeway. It is clear this work is necessary to perform the <br />scour protection measures and the costs should be included in the submitted bid versus <br />requesting a change order after the fact. Attention to the permit restrictions at the time of <br />bidding will save the City money and mitigate avoidable schedule delays. <br />Our team will coordinate with the contractor to expedite their <br />contract documentation and ensure sub‐contractor approval is <br />in time to perform tree clearing prior to April 1.
