<br />Ms. Maradik advised that this was the date set for the receiving and opening of sealed quotations
<br />for the above referenced project. The following quotation was opened and read:

<br />Upon a motion made by Mr. Molnar, seconded by Mr. Gathers and carried by roll call, the above
<br />quotation was referred to Engineering for review and recommendation.

<br />AWARD BID AND APPROVE CONTRACT – CITY OF SOUTH BEND 2021 DRAINAGE
<br />IMPROVEMENTS - KALEY ST. & MARION ST. – PROJECT NO. 121-006A (PR-00010684)
<br />Ms. Rebecca Plantz, Engineering, advised the Board that on August 24, 2021, bids were received
<br />and opened for the above referenced project. After reviewing those bids, Ms. Plantz
<br />recommended rejection of the lowest bid from HRP Construction, Inc. based on the bidder’s
<br />failure to meet the MBE participation goal and the good faith efforts standards to obtain MBE
<br />participation. Ms. Plantz recommended that the Board award the contract to the next lowest
<br />responsive and responsible bidder, Selge Construction Co., Inc., 2833 S. 11th. St., Niles, MI
<br />49120 in the amount of $94,371.50 for Division #1 plus alternate and $158,632.75 for Division
<br />#2. Therefore, Mr. Molnar made a motion that the recommendation be accepted, and the bid be
<br />awarded, and the contract approved as outlined above. Mr. Gathers seconded the motion, which
<br />carried by roll call.

<br />AWARD OPEN MARKET CONTRACT – VPA ATHLETIC COURT RENOVATIONS,
<br />PHASE II – PROJECT NO. 121-033 (PR-0008729)
<br />Mr. Zach Hurst, Engineering, advised the Board that no quotes were received at the initial
<br />opening of quotations on April 27, 2021 for the above referenced project and that nine (9) firms
<br />had been solicited. Therefore, following that meeting, an open market procurement was pursued
<br />for quotes due within a seven (7) day window. After reviewing receiving and analyzing those
<br />quotations, Mr. Hurst recommended that the Board award the contract to the lowest responsive
<br />and responsible quoter, Milestone Contractors North Inc., 24358 State Road 23, South Bend, IN
<br />46614, in the amount of $97,474.84. Mr. Molnar made a motion that the recommendation be
<br />accepted, and the quotation be awarded, and the contract approved as outlined above. Mr.
<br />Gathers seconded the motion, which carried by roll call.
