The South Bend Common Council's Standing Committee Report from the <br /> Commnnfty and Ecenernlc Development Committee <br /> Council Member Kelly then called for a presentation on Bill No.04-67 which is a five <br /> (5)year residential real property tax abatement request of South Bend Heritage Foundation for <br /> the property located at 1310 and 1314 West Liston Street. <br /> Terry J. O'Brien, an Economic Development Specialist,then reviewed his report dated <br /> June 7, 2004(copy attached). He noted that the petitioner plans to have two (2)homes built <br /> by Habitat for Humanity of St. Joseph County. One will be the site of the"Women Build"home <br /> and the other will be built by a consortium of area churches. Each home will have an estimated <br /> value of$ $75,000 to $80,000. The report concluded that the petitioner qualifies for a five-year <br /> residential tax abatement under Section 2-77.1 of the South Bend Municipal Code addressing <br /> "Single Family Real Property Abatement". <br /> Jeffrey V. Gibney,Executive Director of South Bend Heritage made the presentation. He <br /> noted that Liston Street is parallel to Washington Street and is located between Walnut and <br /> Studebaker. The project will include curb cuts, sidewalks and tree plantings. 100%of the lots <br /> in the area have been developed and sold. An additional $14,000 per home has been added so <br /> that each may have a garage. <br /> In response to a question from Dr. Varner,Mr. Gibney stated that HOME dollars are <br /> being used for the construction of the garages and as a result second mortgages will be required <br /> for each home. 20%of that mortgage will be forgiven if payments are made on a regular basis. <br /> He also noted that South Bend Heritage is a 501(c)(3)non-profit corporation. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Council Member Coleman then made a motion, seconded by Council Member Kuspa <br /> that Bill No. 04-67 be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 04-68 which is a five <br /> (5)year residential real property tax abatement request of Kendall-Weiss,LLP for various <br /> addresses in Lafayette Falls Subdivision, Section One. <br /> Terry J. O'Brien,an Economic Development Specialist,then reviewed his report dated <br /> June 23, 2004(copy attached). He noted that the petitioner plans to have thirty (30)homes <br /> built. 266 homes will eventually be built on 116.2-6 acres which was recently annexed into the <br /> city. The average cost of each home will be$152,500. The report concluded that the petitioner <br /> qualifies for a five-year residential tax abatement under Section 2-77.1 of the South Bend <br /> Municipal Code addressing"Single Family Real Property Abatement". <br /> David Spier of Abonmarche Consultants,LLC with offices at 750 Lincoln Way West, <br /> South Bend,Indiana 46601 made the presentation. He noted that this will be the first phase of <br /> the development west of US 31. They will begin construction in July and should be done in <br /> October.
