The South Bend Common Council's Standing Committee Report from the <br /> COMEMY Economic D611010$100189111Mill80 <br /> The June 28, 2004 meeting of the Community and Economic Development Committee <br /> was called to order by its Chairperson,Council Member Roland Kelly at 4:11 p.m., in the <br /> Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, <br /> Varner,Kuspa, Coleman, and White; Community and Economic Development Director Sharon <br /> Kendall,Beth Leonard,Jeff Gibney,Alfred Fultz,David Spier,Bernie Feeney,Bill Schalliol, <br /> Terry O'Brien, City Clerk John Voorde,Terry Bland of the Sout/v 93e#4%aw►&and Kathleen <br /> Cekanski-Farrand,Council Attorney. <br /> Council Member Kelly called for a presentation on Bill No. 37-04 which would <br /> appropriate$133,080 within Fund#212 for distribution pursuant to the federal Shelter Plus Care <br /> Grant Program. <br /> Beth Leonard of the Department of Community&Economic Development made the <br /> presentation. She noted that$89,644 would be allocated to Madison Center and$43,416 would <br /> be allocated to Aids Ministries/Aids Assist. HUD funded services would include housing and <br /> counseling services for physically and mentally ill persons. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Council Member Coleman then made a motion, seconded by Council Member Kuspa, <br /> that Bill No. 37-04 be recommended favorably to Council. The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 04-66 which is a five <br /> (5)year residential real property tax abatement request of Alfred and Tiffany Fultz for the <br /> property located at 2046 Meade Street. <br /> Terry J. O'Brien,an Economic Development Specialist,then reviewed his report dated <br /> June 14, 2004(copy attached). He noted that the petitioner plans to have one(1)home built by <br /> Bayman and Rusk Custom Builders which would have an estimated value of$113,000. The <br /> report concluded that the petitioner qualifies for a five-year residential tax abatement under <br /> Section 2-77.1 of the South Bend Municipal Code addressing"Single Family Real Property <br /> Abatement". <br /> The petitioner,Alfred Fultz stated that he and his wife would like to have the home built <br /> and requested the Committee's approval of the abatement. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Council Member Coleman then made a motion, seconded by Council Member Kuspa <br /> that Bill No. 04-66 be recommended favorably to Council. The motion passed. <br />
