TEAM PROJECT APPROACH RELEVANT EXPERIENCE 8HWC ENGINEERING | CITY OF SOUTH BEND: INSPECTION OF OLIVE STREET PHASE 2 FIRM OVERVIEW <br />PROJECT UNDERSTANDING & APPROACH <br />Several different skill sets are required <br />to successfully manage and inspect <br />an INDOT project. Materials need to <br />be tested and certifications obtained. <br />Weekly erosion control reports, contractor <br />payrolls, and traffic reports need <br />reviewed for accuracy and compliance. <br />But, ultimately, job success usually comes <br />down to one word; MONEY. Budget <br />control is imperative to success and <br />INDOT makes it a focal point on their <br />performance scoring. We coach our <br />teams to constantly check and identify <br />value engineering opportunities in both <br />their inspection and construction budgets. <br />Specific to the two projects managed by <br />Mr. Holth in 2020, he has exemplified <br />this goal. For his bridge project in Lake <br />County, the contractor finished under <br />budget by 3% and Mr. Holth gave <br />$12,000 of our original inspection fee <br />back to the client. On his White County <br />road project, the contractor completed <br />the project 1% under the construction <br />bid amount even with almost $100,000 <br />in change order costs. Mr. Holth gave <br />$2,000 of our original inspection fee <br />back to the client. HWC doesn’t have to <br />sell Mr. Holth’s abilities; rather, all you <br />need to do is ask his former clients and <br />they will gladly share their praise on <br />Mr. Holth’s budget control and overall <br />inspection skill set. <br />CONSTRUCTION & INSPECTION BUDGET EMPHASIS <br />EXPERIENCED PARTNERSHIP <br />HWC and McCormick Engineering have a <br />long-standing working relationship which <br />provides a cohesive team and also a <br />varied level of experience to handle any <br />field issues that may come up. To this point, <br />our firms are currently partnered together <br />on the Olive Street Phase I construction <br />inspection contract. We are a firm believer <br />that this continued partnership carries <br />forward to the benefit of our clients. Our <br />teams familiarity and experience not <br />only on a variety of different projects, but <br />specifically in South Bend has also helped <br />to build rapport with local utility companies <br />and the contractors who execute this work. <br />The proposed team of inspection firms <br />are well versed in roadway construction <br />and understand the specific needs of this <br />project. They are prepared and capable to <br />identify and solve issues during construction <br />but also to review and find any potential <br />issues with the contract documents and <br />plans. This assures constructibility concerns <br />are addressed throughout the project. <br />The level of attention to detail our team <br />offers enables them to easily and quickly <br />diagnose issues during each stage of <br />construction to make sure that Olive Street <br />will be built to the expectations of South <br />Bend and yield lasting, quality results. <br />INDUSTRY INNOVATION <br />HWC strives to provide our customers with <br />a continually-growing level of innovation <br />within the industry. We accomplish this <br />through advancements in technology and <br />regular training opportunities for our staff <br />to broaden their diverse range of skill sets. <br />Our personnel have obtained training in <br />OSHA, Stormwater Management Level 1 <br />and 2, National Highway Institute MOT <br />training, HMA seminars, and utility and <br />railroad coordination certifications just <br />to name a few. HWC also owns our own <br />testing equipment, and all of our inspection <br />staff stay up to date on applicable INDOT <br />testing proficiencies. We regularly add to <br />our inventory of equipment to make sure our <br />staff has up to date and reliable devices to <br />fulfill our project needs. Not only does HWC <br />maintain equipment for testing, we are also <br />branching into new forms of inspection <br />that can be offered to our clients. HWC <br />currently has two inspection staff members <br />that are drone certified and can utilize <br />this innovative technology to provide you <br />with before, during, and after construction <br />pictures and video, if requested. This will <br />allow you to clearly see each step of the <br />project you are investing in and how you <br />have improved your City’s infrastructure. <br />$A CONTINUED RELATIONSHIP <br />As you are aware, HWC has had the <br />opportunity to inspect two recent projects <br />with the City of South Bend, including <br />Western Avenue Phase III Streetscape <br />and Olive Street Reconstruction Phase <br />I. We are also currently assisting the <br />city with design of the next phase of <br />Western Avenue. HWC continues to pride <br />ourselves on keeping all of our current <br />clients as repeat clients. Mr. Holth has <br />exemplified this statement by his success <br />on his last two South Bend inspection <br />projects. Over the past six years our <br />construction inspection team has doubled <br />in size to 27 certified inspectors. We <br />did not take any past opportunities for <br />granted and we look forward to again <br />showcasing our team’s talents to South <br />Bend on Olive Street Phase II and <br />helping your community achieve their <br />long term infrastructure goals.
