Airport Economic Development Area <br />(1) continued... <br />needs assessment done by St. Joseph <br />Regional Medical Center in 2007. The <br />number one need identified was access to <br />affordable healthcare for residents on the <br />west side. <br />Pat Lynch, South Bend Heritage Foundation, <br />distributed updated sketches of the project as <br />well as a budget. The former medical <br />building needs updating as well as <br />modifications to facilitate the training to be <br />offered. The hospitals want to present the <br />building as a physicians office rather than a <br />clinic: a place to make an appointment and <br />take your family, rather than adrop-in kind <br />of place. They also want to make it the kind <br />of place a physician will want to make <br />his/her career at. <br />Ms. Laurent noted that staff has tried to <br />solidify both partners' commitments into the <br />Development Agreement. The Agreement <br />outlines the Commission's total participation <br />in the Project at not to exceed $500,000. This <br />amount is broken down into a preliminary <br />budget that was included in the <br />Commissioners' packets. We would <br />anticipate taking possession of the property <br />and publicly bidding improvements to the <br />building and site, and returning the building <br />to SJRMC in exchange for a commitment of <br />a minimum ten years of service provision on <br />site. South Bend Heritage Foundation would <br />oversee construction. Staff anticipates about <br />a six-month construction window. <br />
