City of South Bend | Coal Line Trail (Phase I) from Lincoln Way West to Riverside Drive (Des. No. 1401810) in LaPorte District | Page 7LAWSON-FISHER ASSOCIATES LAWSON-FISHER ASSOCIATES P.C.P.C.
PROJECT UNDERSTANDING
The mid-block path crossing at Woodward Avenue
includes a speed table and a solar powered pedestrian
crossing signage. The installation of the speed table will
require storm sewer inlets to capture drainage on the
upstream side of the speed table. LFA will ensure that
casting elevations are properly set to achieve proper
drainage.
Each of these identified areas requires specific attention
to grading plans and ADA requirements. Modifications
to the details for grades and curb ramp layout will require
coordination with the designer and contractor followed
by proper documentation of the modifications. LFA has
the experience to navigate any modifications that may
arise during the project.
All vehicular traffic will be maintained during the project
except for Woodward Avenue, which will require a
detour. Pedestrian traffic for Lincolnway, Wilber Street,
and the Vasser/Lawndale Intersection will require detour
routes as well. Special attention should be paid to the
Vasser/Lawndale Intersection as it is flanked by Muessel
Intermediate School, Holy Cross, and Muessel Park and
needs to accommodate pedestrian traffic throughout
the project.
Utilities, Relocations and Lighting
Construction along Wilber Street, intersection
improvements at Vasser/Lawndale and improvements
near the shopping center will require relocation of
AEP overhead utility facilities. These facilities are
also occupied by several other telecommunications.
Frequent and early coordination will be paramount to
maintaining schedule on these relocations.
Coordination with the City of South Bend Water
Department will be required to extend a service
line to the drinking fountain at the Vasser/Lawndale
Intersection. This typically requires installation of the
fountain, service line and meter with a final inspection
prior to making the final connection between the meter
and service line. LFA will coordinate directly with the
Water Department to ensure this is completed. LFA
will also pay close attention to the proposed storm
sewer crossing at Woodward Avenue as the City has an
existing 8” and 12” watermain in that vicinity. LFA will
work with the contractor and City to pothole to verify
depth prior to extensive work in the area.
Lighting will be installed along the entire project length
with casing pipes installed at each intersection, road
and structure crossing. Once installation of the bases,
conduit, and wiring is competed the service point will
need to be energized. LFA will coordinate with AEP,
the contractor and the City to ensure the completion of
the process and transfer of proper billing for the meter
connection.
Utility delays can have a major impact on schedule
and budget; cost incurred as a result of delays is not
reimbursed by INDOT. LFA has significant experience
in working through utility relocation plans and schedules
and will apply that knowledge to successfully address
proper coordination.
Architectural Features and Landscaping
Architectural features on the project include benches,
3 different bollard types, bike repair stations, a drinking
fountain, lighting, a shade shelter and wayfinding
signage. These items often have long lead times, making
early shop drawing review imperative to the project
schedule. Also critical is ensuring bolt patterns for the
foundations of these various features is procured so
that the contractor can proceed with construction while
waiting for the manufacturing process. Both items will
be emphasized during the Pre-Construction Meeting
and will remain focal points on progress meetings until
completion.
Landscaping on the project includes the planting of
trees, shrubs, and grasses. Proper watering and timing
of these plantings is critical to establishment and long-
term survival. Successful acceptance of these plantings
will be critical to achieve Notice of Termination (NOT)
on the project.
AEP Overhead UtilityPedestrian MOT Routes
Vehicular MOT Routes
