No. 1401810) in LaPorte District | Page 6LAWSON-FISHER ASSOCIATES LAWSON-FISHER ASSOCIATES P.C.P.C. <br />Coal Line Trail (Phase1) from Lincoln Way West to Riverside Drive <br />PROJECT UNDERSTANDING <br />The Coal Line Trail Project is a 2-phase project that <br />utilizes the existing NFS right-of-way corridor to connect <br />areas of urban redevelopment to existing shared use <br />infrastructure to facilitate pedestrian movement and <br />encourage neighborhood revitalization. Phase 1 of <br />the trail project is a Local Public Agency (LPA) Project <br />funded with CMAQ federal dollars and a 20% local <br />match. The purpose of this rails to trails project is to <br />construct a shared use path connecting the Lincolnway <br />West corridor and surrounding neighborhoods to the <br />established Riverside Trail. Additional project drivers <br />are to improve pedestrian safety and connectivity to <br />community assets like schools and parks. The project <br />will result in approximately 4,000 lft of separated shared <br />use path requiring roadway work and intersection <br />improvements; along with trail amenities to enhance <br />functionality and safety. The project has an estimated <br />construction amount of $1,919,420 with an anticipated <br />project duration of 5 to 6 months. Through a meeting <br />with the City of South Bend on December 21, a site visit <br />and a review of the most recent available plans, LFA <br />has gained a clear understanding of the critical project <br />elements, which are listed below, that will assist us in <br />achieving a successful project for the City of South Bend. <br />Roadway, Intersections, Grading and MOT <br />Roadway improvements will be required on Wilber <br />Street to accommodate the path as it heads toward the <br />old railroad right-of-way. This work will include reducing <br />the overall pavement <br />widths by adjusting the <br />east curb line; resulting <br />in adjustments to the <br />storm sewer network <br />and overhead utilities <br />along with intersection <br />improvements at Lincolnway West and Van Buren Street, <br />which include curb ramps. Coordination with Monarch, <br />a laundering business, that occupies buildings on both <br />sides of Wilber Street will be required during construction. <br />LFA has the experience and the management skill set to <br />ensure that Monarch can maintain operation between <br />buildings throughout the project duration. <br />The intersection of Vasser Avenue and Lawndale <br />Avenue will require radius improvements, installation <br />of curb ramps, storm sewer adjustments, installation of <br />curb ramps at each quadrant and additional concrete <br />work for trail amenities. Additional work includes mill <br />and overlay of the intersection. Grading outside the curb <br />and HMA finished surface grades will be important to <br />achieve intersection mobility and a proper drainage. <br />Significant grading will be <br />required as the path splits <br />just south of Portage <br />Avenue. This will require <br />significant clearing and <br />grubbing. Benching the <br />existing 2:1 slope and <br />properly placing fill to achieve desired grading will <br />be critical. Installation of a storm sewer network and <br />establishing the outfall at the existing basin on Angela <br />Boulevard will require work through the existing Portage <br />Avenue structure. While no modifications to the <br />structure are anticipated, LFA designed this structure <br />and has intricate knowledge should any issues arise <br />during construction.
