(KERAMIDA) has prepared this proposal and cost <br />estimateto perform a groundwater investigation to assess the source of the nitrate Groundwater Protection <br />Organic Resources Facility closed <br />Standard (GWPS) exceedances in MW-13 and MW-14 at the biosolids <br />landfill, located at 4340 Trade Drive in South Bend, Indiana. Details of the work to be performed are presented <br />in the following sections. <br />BACKGROUND <br />There is an ongoing groundwater monitoring and statistical analyses program at the Organic Resources <br />Facility closed biosolids landfill at 4340 Trade Drive in South Bend, Indiana. Monitoring Well (MW) MW- <br />13,reported nitrate levels exceeding the site-specific GWPS. In an effort to establish the nature and extent of <br />the nitrate exceedance, a hydrogeologic investigation was performed in June 2020. The results of the June 2020 <br />investigation indicated MW-13 and newly installed MW-14 to the north are monitoring the St. Joseph Aquifer. <br />Based on this interpretation and the placement of MW-13 and MW-14 in the St. Joseph Aquifer, the source of <br />the nitrate detected in MW-13 and MW-14 would be to the west. <br />In correspondence dated September 3, 2020, the Indiana Department of Environmental Management (IDEM) <br />requested that the Biosolids facility be evaluated as the source of the nitrate exceedances occurring in MW-13 <br />and MW-14. IDEM also requested an evaluation of monitoring the past exceedances that occurred in MW- <br />5R. <br />The second semiannual 2020 groundwater sampling event is scheduled in October and will be performed <br />by the City of South Bend. The proposed scope of work outlined in the following sections is designed to <br />address the IDEM comments and resolve the issue regarding the source of the nitrate exceedances occurring <br />in MW-13 and MW-14. <br /> <br />SCOPE OF WORK <br /> <br />The proposed scope of work is designed to maximize the collection of groundwater quality data to resolve <br />concerns expressed by IDEM and minimize any subsequent monitoring well installations. <br /> <br /> <br /> <br /> <br /> <br />
