Zoning Administrator <br /> June 2, 1992 <br /> Mr. Stephen Luecke <br /> President, South Bend Common Council <br /> 4th Floor County-City Building <br /> South Bend, IN 46601 <br /> Dear Mr. Luecke: <br /> I am attaching for filing a proposed ordinance which would amend <br /> Ordinance 8228-91, governing the registration of building contractors <br /> in the City of South Bend, by changing its effective date from July 1, <br /> 1992 to November 1, 1992. <br /> Ordinance No. 8228-91 was passed by the Common Council on November <br /> 25, 1991. It provides for registration of all building contractors <br /> within the City by July 1, 1992. It also provides a timetable for <br /> implementation of a licensing procedure for building contractors that <br /> takes place between January, 1993 and July 1, 1994. <br /> The change that is proposed in this ordinance would delay the <br /> registration of building contractors for four months, from July 1, <br /> 1992 to November 1, 1992. It would not, however, affect the <br /> timetable that was contained in the ordinance relative to the <br /> institution of licensing procedures at later specified dates. <br /> The reasons that I am requesting this delay in implementation of <br /> the registration of building contractors are as follows: <br /> 1 . As you know, the St. Joseph County and City of South Bend <br /> Building Departments were consolidated in January of this year. I <br /> now have twice as many people working out of the same area on the <br /> 7th Floor of the County-City Building. We had anticipated that <br /> new, larger quarters would be found for the Building Department <br /> shortly after the consolidation occurred. Unfortunately, that has <br /> not yet happened. <br />
