We have not yet <br /> been able to contemplate the hiring of this additional person, <br /> since we do not have adequate space for the people that we <br /> currently have Additionally, the registration process will <br /> require a computerized system if it is to be done properly. We <br /> have not had the City' s computer system installed in the Building <br /> Department, since this, is an expensive process and since we <br /> contemplate moving in the near future. Accordingly, since the <br /> current Building Department has neither the space, the personnel <br /> nor the computers to begin the registration process, we are <br /> requesting a four-month delay in implementation, which will, <br /> hopefully, give us adequate time to resolve these problems. <br /> 2. The summer is, for obvious reasons, the busiest time in <br /> the Building Department. Totally apart from our current problems, <br /> it would be far easier to set up and implement a registration or <br /> licensing process for contractors during the winter months. Since <br /> registrations and licenses are to be annual, it would certainly be <br /> easier for the Building Department to handle the renewal process <br /> in November than it would be to handle the same process in July. <br /> Delaying the process to November, therefore, is also better from a <br /> planning and time allocation point of view. <br /> 3. I currently have a meeting scheduled with the Home <br /> Builders Association and intend to discuss, in addition to other <br /> matters, the idea of extending the building contractors' <br /> registration and licensing county-wide. This would, of course, <br /> require County Council action. However, if I can obtain the <br /> support of the Home Builders Association, it is quite possible <br /> that, by November, legislation could be in place that would permit <br /> county-wide registration. I would think that a combined <br /> registration would be attractive to the Home Builders Association <br /> members and would be in harmony with the philosophy and benefits <br /> of the consolidated Building Department. An opportunity to do a <br /> combined registration would be another benefit in delaying the <br /> registration to November. <br /> For the reasons stated above, it is my belief that delaying the <br /> effective date of Ordinance No. 8228-91 to November 1, 1992 is in the <br /> best interest of the City and the consolidated Building Department. <br />
