REGULAR MEETING APRIL 14, 2020 82 <br />APPROVE PROJECT COMPLETION AFFIDAVIT — TECHNOLOGY RESOURCE CENTER <br />— LOW VOLTAGE INSTALLATION SERVICES — PROJECT NO. 118-090 (BUILDING <br />REPAIR & MAINTENANCE) <br />Mr. Gilot advised that Mr. Toy Villa, Engineering, has submitted the Project Completion <br />Affidavit on behalf of Brite Electric, Inc., PO Box 1100, Granger IN, 46530, for the above <br />referenced project, indicating a final cost of $38,750. Upon a motion made by Ms. Maradik, <br />seconded by Mr. Molnar and carried by roll call, the Project Completion Affidavit was approved. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS AND TITLE SHEET — <br />BENDIX THEATER ESPORTS ARENA — PROJECT NO. 119-106C (HOTEL MOTEL <br />FUND <br />In a memorandum to the Board, Ms. Rebecca Plantz, Engineering, requested permission to <br />advertise for the receipt of bids for the above referenced project. Also presented at this time for <br />approval and execution was the Title Sheet. Upon a motion made by Ms. Maradik, seconded by <br />Mr. Molnar and carried by roll call, the above request to advertise was approved, and the Title <br />Sheet was approved and signed. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS — 2020 CURB & <br />SIDEWALK —PROJECT NO. 120-001 (MVH) <br />In a memorandum to the Board, Ms. Alicia Czarnecki, Engineering, requested permission to <br />advertise for the receipt of bids for the above referenced project. Upon a motion made by Ms. <br />Maradik, seconded by Mr. Molnar and carried by roll call, the above request to advertise was <br />approved. <br />ADOPT RESOLUTION NO. 12-2020 — A RESOLUTION TEMPORARILY SUSPENDING <br />BOARD OF PUBLIC WORKS CLAIMS REVIEW MEETINGS AND PREAPPROVING <br />CLAIMS PAYMENTS BY CITY CONTROLLER <br />Upon a motion made by Ms. Maradik, seconded by Ms. Molnar and carried by roll call, the <br />following Resolution was adopted by the Board of Public Works: <br />RESOLUTION NO.12-2020 <br />A RESOLUTION TEMPORARILY SUSPENDING BOARD OF PUBLIC WORKS CLAIMS <br />REVIEW MEETINGS AND PREAPPROVING CLAIMS PAYMENTS BY CITY CONTROLLER <br />WHEREAS, in response to the COVID-19 pandemic, national, state and local government <br />leaders and regulatory authorities have issued executive orders and directives for the continuation of <br />essential government services and operations, and the temporary suspension of non -essential government <br />services and operations; and <br />WHEREAS, the City of South Bend Common Council adopted Ordinance No. 9883-08, effective <br />November 26, 2008, authorizing the City's Board of Public Works (the "Board"), upon request from the <br />City Controller, to make claims payments in advance of Board allowance notwithstanding Indiana Code <br />§5-11-10;and <br />WHEREAS, the Indiana Board of Accounts issued State Examiner Directive 2020-1, on March <br />19, 2020, stating it will not take audit exception to local government units and boards that adjust their <br />normal procedures for approval of claims during the COVID-19 public health crisis; and <br />NOW, THEREFORE, BE IT RESOLVED by the City of South Board of Public Works as <br />follows: <br />1. The Board of Public Works Claims Review Meetings are temporarily suspended until the <br />lifting of the COVID-19 government operation restrictions. <br />2. While the COVID-19 government operation restrictions are in effect, the Board preapproves <br />the City Controller's payment of claims for goods and services. <br />3. The City Controller's Office will provide the Board with a list of claims paid under this <br />Resolution for ratification at each Board meeting occurring while the COVID-19 government <br />operation restrictions are in place. <br />4. This Resolution is automatically rescinded upon the lifting of the COVID-19 government <br />operation restrictions. <br />
