REGULAR MEETING June 22nd, 2020 <br /> Council Vice President Karen L. White announced the continuance of Bill No. 12-20 to the July <br /> 13th, 2020 meeting of the South Bend Common Council. <br /> REPORTS OF CITY OFFICES <br /> Representing the City Administration: Kacey Gergely, Chief of Staff <br /> RESOLVE INTO THE COMMITTEE OF THE WHOLE <br /> At 7:09 p.m. Councilmember Lori K.Hamann made a motion to resolve into the Committee of the <br /> Whole. Councilmember Jake Teshka seconded the motion which carried by a roll call vote of eight <br /> (8) ayes. Councilmember Sharon L. McBride, Chairperson,presiding. <br /> Councilmember Sharon L. McBride explained the procedures to be followed for tonight's meeting <br /> in accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> PUBLIC HEARINGS <br /> 06-20 PUBLIC HEARING ON AN ORDINANCE OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA, AMENDING THE ZONING ORDINANCE <br /> FOR PROPERTY LOCATED 514 FRANCES ST, <br /> COUNCILMANIC DISTRICT NO. 4 IN THE CITY OF <br /> SOUTH BEND, IN 46617 <br /> Councilmember Sharon L. McBride,chair of the Zoning and Annexation Committee,reported that <br /> they met this afternoon and send this bill to the full Council with a favorable recommendation. <br /> Joseph Molnar,Zoning Specialist for the City of South Bend with offices located on the 14th floor <br /> of the County-City Building, South Bend,IN,served as the presenter for this bill.Mr. Molnar went <br /> over the highlights of this rezoning request and referenced a PowerPoint presentation which is <br /> available in the City Clerk's Office. <br /> Councilmember Sharon L. McBride opened the floor to questions and comments from Council <br /> Members. <br /> Councilmember Lori K. Hamann asked about the reference to a tiny house and requested more <br /> information. Mr. Molnar replied that the site plan proposed was a rough concept and perceived the <br /> use of tiny house to be a vague term to describe the small ancillary dwelling unit on site. He <br /> confirmed the lot's size to be large enough to allow for such future development. <br /> Councilmember Rachel Tomas Morgan inquired about the number of units that would be allowed <br /> on the site. <br /> Angela Smith, Zoning Administrator for the City of South Bend with offices located on 14th floor <br /> of the County-City Building, South Bend, IN, replied to Councilmember Rachel Tomas Morgan's <br /> inquiry about the number of units permissible on the site. <br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and <br /> opponents were given an opportunity to be heard. There were none. <br /> Councilmember Troy Warner made a motion to send Bill No. 06-20 to the full Council with a <br /> favorable recommendation.
