NEW BUSINESS (CONT.) <br />1. continued... <br />Mr. Inks noted that at issue is a proposed roof top <br />sign on the old Tower Building. The Historic <br />Preservation Commission has approved the sign, <br />but the downtown design guidelines do not <br />contemplate roof top signs which need to be <br />larger to be seen. The proposed sign also has <br />letters which exceed the size allowed in the <br />guidelines. <br />Mr. Hunt noted that every sign that has gone up <br />downtown in the past 2 years has required a <br />special exception to the guidelines. He suggested <br />the staff consider a revision of the guidelines, so <br />that it is not necessary to grant a special <br />exception on a regular basis. <br />Upon a motion by Mr. Caldwell, seconded by <br />Mr. Kahn and unanimously carried, the <br />Commission approved the Appeal on Signage in <br />connection with property located at 218 W. <br />Washington. (Old Kent Bank) <br />m. Commission approval requested for Phase I <br />Environmental Assessment of property in the <br />South Bend Central Development Area. <br />(Crescent Ave. Properties) <br />Mr. Giulioni stated that the Redevelopment staff <br />had received four (4) proposals for the Phase I <br />Environmental Assessment for the Crescent Ave. <br />property located in the South Bend Central <br />Development Area. He stated that the proposals <br />were as follows: (1) Heartland Environmental <br />Associates, Inc. for $1,100; (2) Envirocorp, Inc. <br />for $1,400; (3) Wightman Petrie Environmental, <br />Inc. for $1,500; and (4) EIS Environmental <br />Engineers, Inc. for $1,800. Mr. Giulioni stated <br />that all proposals stated that the work will follow <br />&I <br />COMMISSION APPROVED THE APPEAL ON <br />SIGNAGE IN CONNECTION WITH PROPERTY <br />LOCATED AT 218 W.
