He noted that the staff <br />recommends accepting the lowest priced <br />proposal from Heartland Environmental <br />Associates, Inc. <br />Upon a motion by Mr. Caldwell, seconded by <br />Mr. Kahn and unanimously carried, the <br />Commission approved the proposal from <br />Heartland Environmental Associates for <br />$1,100.00 for a Phase I Environmental <br />Assessment of property in the South Bend <br />Central Development Area. (Crescent Ave. <br />Properties) <br />n. Commission approval requested for <br />professional appraisal services in the South <br />Bend Central Development Area. (Crescent <br />Ave. Properties) <br />Mr. Giulioni noted that due to the weather, <br />certified appraisers were unavailable at this time <br />and asked that the item be tabled. <br />o. Staff report on the lease of property in the <br />South Bend Central Development Area. <br />(Michigan St. Shops, Retail Space #2, Precise <br />Audio) <br />Mr. Giulioni stated that Precise Audio has <br />proposed to lease the Michigan St. storefront in <br />the Leighton Garage previously used as the <br />construction office. He stated that the term of the <br />lease is 3 years and 3 months at a graduated lease <br />rate of $9.25 per sq. ft. for the first year, $9.75 <br />per sq. ft. for the second year, and $10.25 per sp. <br />ft. for the third year. In addition, as with <br />previous lease arrangements, 3 months of lease <br />abatement will be provided.
