South Bend Redevelopment Commission <br />Lowe, Regular Meeting - April 3, 1998 <br />Commission for its consideration. <br />b. Commission approval requested for <br />Resolution No. 1595 authorizing the <br />transfer of real property located in the <br />West Washington- Chapin Development <br />Area to the South Bend Board of Public <br />Works. <br />Jeff Gibney, Executive Director of South <br />Bend Heritage Foundation and Dea <br />Andrews, Administrative Manager of <br />South Bend Heritage Foundation both <br />were present at the meeting regarding <br />Resolution No. 1595. Mr. Gibney <br />presented a site plan to the Commission. <br />Mr. Gibney stated that their request today <br />is to transfer land located at 202 S. Chapin <br />Street and 210 - 212 S. Chapin Street to <br />the South Bend Board of Public Works. <br />The Bivens House was recently moved to <br />the vacant parcel at 202 S. Chapin Street <br />by the South Bend Heritage Foundation. <br />The parcel needs to be transferred to South <br />Bend Heritage Foundation in order to sell <br />the house to a family to rehab. The Bivens <br />House had originally been planned to be <br />developed for a community resource <br />center, particularly for the African- <br />American community. A series of <br />meetings took place at the Colfax Cultural <br />Center over a year and a half regarding <br />this issue. It was determined that there <br />was not enough interest and support to <br />develop this property for a community <br />resource center. After that determination <br />was made, there were a series of open - <br />houses and articles in the South Bend <br />Tribune relative to this project. The <br />-5- <br />
