NEW BUSINESS (CONT.) <br />a. continued.... <br />compromise to balance the needs of the <br />community with the needs of the private <br />developer in order to reach a "win -win " <br />solution; and <br />WHEREAS, Paula has unselfishly gave <br />her time for the betterment of the <br />community with no concern for individual <br />honor or recognition although she played <br />an instrumental role in setting policy and <br />negotiating though the details of many <br />important projects; and <br />WHEREAS, during her tenure on the <br />Commission Paula often had to make <br />CO some difficult decisions that were no <br />popular with all segments of the <br />community but which she felt were vital <br />for South Bend; and <br />WHEREAS, Paula has reviewed and given <br />support to numerous urban plans and <br />designs, countless tax abatement petitions <br />for expansion and attraction of business <br />and has worked with Center City <br />Associates, the downtown business <br />organizations, in promoting and <br />developing downtown South Bend; and <br />WHEREAS, Paula worked with <br />neighborhood groups on implementing <br />plans for Monroe Park, the West <br />Washington- Chapin Area and the <br />Southeast and Rum Village <br />neighborhoods; and <br />-5- <br />
