This <br />is from a May 1997 Report from the Real <br />Estate Strategy Team that began working <br />in October 1996 on a number of Real <br />Estate sectors. We started with the <br />downtown office market. <br />"The mission of the office market strategy <br />is to strengthen and improve the <br />competitive position of South Bend's <br />downtown office market within a regional <br />office market place so that investors and <br />owners find it both financially and <br />economically feasible to invest in and own <br />downtown office buildings and thereby <br />contribute to the overall economic <br />strength, vitality and viability of <br />downtown South Bend." A series of <br />following program goals were then <br />developed by the team. One of those is <br />that the public sector must provide for the <br />orderly development of new Class A office <br />buildings by creating new development <br />sites as part of its overall downtown plan. <br />JON HUNT: Skipping back to some <br />specific strategies suggested under that, <br />one of those is development of new Class <br />A office space. And the bullet point under <br />the strategy reads, "The City should <br />initiate specific acquisition activities as <br />identified by the overall office <br />development plan for specific <br />development opportunities and <br />landbanking of sites for future office <br />development.
