NEW BUSINESS (CONT.) <br />r. continued.... <br />would occur here, must take advantage of <br />the high visibility corner and create an <br />image that enhances the downtown plan <br />and momentum. It must also respect the <br />three major buildings that are on the other <br />corners of that intersection —the new <br />Leighton Plaza with the Memorial Health <br />Plex here, the old First Bank building and <br />the Federal Court building. We think that <br />having this extremely weak corner over <br />here is something that doesn't make a lot <br />of sense as it relates to the other buildings. <br />And again, we would ask you to consider <br />that in your development standards. We <br />also ask you to consider landscaped <br />buffered parking that would be put on any <br />of the sites here, and I don't know where <br />exactly it would go, but we urge you to <br />have that as a landscaped buffered parking <br />area. The second to the last thing that we <br />would ask you to consider in the <br />development concept and that the staff is <br />recommending to you is that this whole <br />block, in terms of parking and circulation <br />internally, needs to be planned together. <br />And we would urge you to require that <br />whoever bids and would win this site for <br />development purposes, be required to plan <br />together with the other office users on that <br />block to provide good internal circulation. <br />And, we would also then suggest that the <br />development standards be clear that we are <br />looking at limited public investment —that <br />is not any kind of investment in parking <br />structure or anything like that, but <br />essentially, investment in the public right- <br />F:\ HOME\ CPHWPS \WPDATA \COMMSN\121997.MIN -33- <br />
