South Bend Redevelopment Commission
Regular Meeting - December 19, 1997
6. NEW BUSINESS (CONT.)
r. continued....
scale retail in it. The two yellow parcels
here represent the parcels on Michigan
Street that the Commission owns. The
dark blue or purple represent both private
and public parking garages. This is the
Wayne Street garage owned by the City,
the Jefferson Street garage owned by the
City, the Colfax Street garage owned by
the City, the garage that is under
construction for the Leighton Plaza project
and the garage known as the Norwest
Bank parking garage at this point. You
can see that the pieces work together
because as part of the high density core
area, the Municipal Parking Plan supports
that by providing parking not at grade but
above grade structural parking. In
addition, by concentrating on Michigan
Street, a small area of fours blocks easily
within the high density area, allows for
walking traffic, for convenient shopping,
restaurant and retail by office users and
other people coming into the downtown.
The green in Exhibit A, and I'll reference
this again, represents a number of sites that
were looked at by the staff but more than
just the staff. They were also examined by
a group called the Real Estate Strategy
Team, which is composed of a number of
private sector, real estate experts, local
people and public development officials,
which was formed to offer input into the
private market and to help us develop
plans that make sense not only from a
public purpose standpoint, but to take the
best advantage of market trends and
F:\ HOME\ CPHIPPS\WPDATA \COMMSN\121997.MIN -27-
