But thank you. What I want to do is <br />put this in the proper setting by outlining <br />some of the aspects of the map here and <br />what some of the colors mean. Again, <br />since about 1965, long before my time, I <br />think it started with Lloyd Allen's plan, <br />every plan that has come through the City, <br />the Redevelopment Commission has <br />aimed at developing a high- density core to <br />the overall downtown plan. That was re- <br />affirmed in the 1985 Plan that outlined <br />almost the similar, same area that Lloyd <br />Allen's Plan did. That again was <br />confirmed with the 1987 to the Year 2000 <br />Michigan Street Corridor Plan, which <br />while not addressing the full high density <br />corridor area, did address Michigan Street. <br />There has been a very consistent pattern of <br />public policy that has been expressed <br />through those various Plans by <br />emphasizing the need to have a high <br />density, compact center to the downtown. <br />JON HUNT: The blue outline represents, <br />in general, the high density core area that <br />has been called for since 1965. The red <br />area, with the kind of branches, is the <br />Michigan Street Corridor. In 1991 Center <br />City Associates' commissioned a study, <br />when a retail consultant came in and <br />suggested that the Michigan spine between <br />Western and Colfax with several branches <br />off on Jefferson, Wayne, Washington <br />Streets and Colfax Street was the area for <br />us to concentrate a critical mass of small <br />F:\ HOME\ CPHIPPS \WPDATA \COMMSN\121997.MIN -26- <br />
