From Mr. Bognar's recollection, these were likely removed from the <br />Southern Elevation (where span between column supports is wider <br />than from the sides) <br />I inquired about the Building Inspector's visit the previous day. Asked if a Stop <br />Work Order had been issued. Mr. Bognar was not aware of any order. Seemed to <br />know that the Inspector spoke with "Tim" and only urged him to apply for a <br />building permit. <br />I asked Tim -to corroborate the details about the Inspector's visit. Asked for the <br />name of the Inspector. The Inspector's business card was issued to Randy James. <br />Asked about Stop Work Order. Tim reiterrated what Mr. Bognar told me: that the <br />Inspector only asked that they obtain a building permit. <br />Millie and I made a visual inspection of the window panels on the West elevation <br />(which had not yet been removed). Sill exhibited severe deterioration. <br />I assured all parties that the style and material choice (vinyl) for the replacement <br />windows was not a"compatible substitution. Failure to apply for a COA or <br />Building Permit would not avoid that requirement.' I thanked everyone for their <br />cooperation and for answering my questions. <br />Returned to the HPC Office and discussed my findings with Director, Feasel '. I <br />then went to the Building Department to ask about the status of the work and if a <br />Stop Work had actually been -issued. Caroline and Kimberly (Building Dept. staff <br />members) reviewed the file for Tippecanoe and relayed that Randy had issued a <br />Red, Tag (directing an immediate application for permit). However, they clarified <br />that a Red Tag is NOT the same as a Stop Work Order and does not halt progress. <br />They listened to my concerns and informed me that since the contractors <br />performed work without a permit, fines would also be applied. They also <br />encouraged me to arrange a meeting with the Building Commissioner to discuss <br />HPC concerns. Mr. Bulot would be back in the office the following week. <br />Caroline said she would discuss this matter with Jim Markle (Assist.
