Historic Preservation Commission <br />President's Report — October 17th, 2016 <br />1 <br />• 09/17/2016 7P: HPC Monthly Meeting (County -City Building; Room 1308). <br />• 09/27/2016 4P: Staff meeting with Deputy Director Parcell to discuss various <br />matters and address questions regarding HPC experience with an appeal process. <br />• 10/05/2016 10A: Meeting with Director Feasel and Deputy County Attorney <br />Hummer to discuss pending appeal for recent denial of incompatible roof addition <br />proposed for Firehouse #4 (Taylor Street). <br />• 10/5/2016 12N: Visit the Birdsell Art Exhibit on display at the Commerce Center <br />(401 E. Colfax). Joined by Dir. Feasel, Deputy Parcell, and HPC volunteers <br />George and Rachel. <br />Chance encounter with Dave Matthews. Mr. Matthews provided a quick tour <br />inside the Select Health Network lobby where Studebaker building artifacts have <br />been incorporated into the design scheme. <br />• 10/06/2016: Staff responded to a call by Commissioner Gordon where he <br />observed an active window replacement at Tippecanoe Place (Enclosed Porch, <br />Southern Fagade). Mr. Szaday was dispatched to investigate. CONCLUSION: No <br />COA/RME or Building Permit was issued for work. Vinyl, double -hung windows <br />were being substituted for the existing, fixed, triple light sash panels. Site report <br />and photographs were generated by HPC Inspector, Szaday. I was informed that <br />Building Inspector would be dispatched to interrupt work progress. <br />0 10/07/2016 9:30A: Met with Exec. Director, Feasel to discuss staff findings at <br />Tippecanoe. Conference call with Brad at Indiana Landmarks to compare <br />findings. Informed that Mr. Zeiger was out of the office for the day. <br />11A: Accompanied by Millie Latack (HPC Volunteer Assistant and Construction <br />Specialist), I initiated a follow-up site visit to verify the status of new installations <br />at Tippecanoe Place. Observed that new work was still proceeding. <br />Spoke to Aaron Smith — Manager at Tippecanoe Place. Asked to see the related <br />COA and Building Permit for work in progress. None available. Asked Mr. Smith <br />if he had authorized this work. Mr. Smith indicated that he had not and referred <br />me to Kevin Jakel (General Manager) who would be in after 4P. Mr. Smith then <br />put me in touch with Steve Bognar, a contractor, involved with the installation. <br />Mr. Bognar explained that he was not the general contractor (was only assisting). <br />Explained that the owner's [wife's] cousin was coordinating the work. That <br />individual's name was "Tim." Mr. Bognar addressed my questions, clarifying that <br />the work began sometime during the prior week and ONLY involved the window <br />replacement on the Porch — and to his knowledge, NO other projects were either <br />planned or in -process. Mr. Bognar informed us that he has a working relationship <br />with Indiana Landmarks and performed masonry work/cleaning (his specialty) on <br />
