The material proposed is a fiber cement board which has had successful applications in other LHDs in South Bend when vented <br />properly. I do not recall any such replacement in East Wayne, but do recall examples in Edgewater Place and Chapin Park. The <br />change in material does require HPC approval not just a Routine Maintenance Exclusion. <br />Please refer to photographs in the electronic and paper file. <br />STANDARDS AND GUIDELINES: <br />EAST WAYNE STREET LOCAL HISTORIC DISTRICT <br />B. ROOFS AND ROOFING <br />Roof shapes in the district encompass most of the various designs found in residential structures. Roofs are covered with a variety <br />of materials such as asphalt, asbestos, wood, and slate shingles, as well as clay tiles. Residences in most cases have wood fascias <br />with gutters and downspouts. The fascias of some vinyl or metal sided houses are covered with the same material. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character <br />shall be retained, including dormer windows, cupolas, cornices, brackets, <br />chimneys, cresting and weather vanes. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain <br />materials such as slate, tile, and other unique materials not commonly found in new construction. Roof covering which is <br />deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in composition, <br />size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent deterioration of the <br />structure; they should be <br />maintained whenever possible or replaced with a style comparable and suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from the thoroughfare by adding architectural <br />features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of <br />architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffits, brackets and gables should not be covered or enclosed when adding metal or vinyl siding to a <br />building. <br />STAFF RECOMMENDATION: Addendum to follow containing additional project information and staff recommendation. <br />Deb Parcell, Deputy Director <br />Owner corrected description to reflect that soffit is stucco. <br />Commissioner Buccellato suggested that it would be desirable to retain the existing crown <br />moulding, if an alternative gutter bracket could be used in place of the proposed style. Owner was <br />amenable to explore that possibility. Commissioner Buccellato volunteered to search for a <br />substitute. <br />Commissioner Voll moved to amend application to allow Commissioner Buccellato to meet with <br />contractor to explore second type of gutter bracket that would allow crown molding to exist with <br />use of half -round gutters. Second reading: 803 West Washington Street <br />Public support <br />Todd Zeiger, 402 West Washington, representing Indiana Landmarks, owner - thanked <br />Historic Preservation Commission and staff for their assistance in moving landmark <br />designation forward. This designation provides significantly more protection for the site <br />than the easement that was on it before because it protects the entire site, and not just the <br />house. Zoning is moving forward, including rezoning and variances. Indiana Landmarks <br />have received several letters of support, and no letters of protest. Area Plan staff has <br />recommended approval of zoning and needed variances. <br />7 <br />
