Russell Stapp, Architect/Osborne House <br />Property Owner: Jim Schmiedeler <br />Landmark or District Designation: East Wayne Street Local Historic District <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: The Renaissance Revival house is 2 story frame with brick veneer in a rectangular <br />plan. The tile hip roof has molded trim at eave ends. Triple arched window at front with brick header, course sill and tracery, <br />and terra cotta spiral Corinthian column between windows. Second floor windows are 6/6 double -hung with railings in front. <br />The front door has a limestone surround with scroll pattern in transom area, flanked by narrow fixed windows with iron grating. <br />The front stoop and steps are slate and concrete. There is a detached 2 -car, 1 -door garage at the rear with matching roof and <br />brick. <br />ALTERATIONS: Aluminum storms have been added to windows. A single -story wing was added in 1952, with a flat roof with <br />iron railing above, large single pane windows, and brick chimney at the side. COA 2012-0507A approved replacement of <br />original failed stucco with Dryvit. COA 2009-0731 approved demolition of in -ground swimming pool and portion of fence <br />between garage and rear of house. COA 2008-0904 allowed replacement of 15 windows and front storm door. <br />APPLICATION ITEMS: Replace soffit, fascia and gutter. <br />DESCRIPTION OF PROPOSED PROJECT: The owner has contracted with Millwood Roofing to replace existing deteriorated <br />wood soffit and fascia with fiber cement, and install new half -round gutters to the house, with downspouts located as indicated on <br />site plan. Existing crown moldings to be removed to allow proper installation of gutter. <br />PRESERVATION SPECIALIST REPORT: <br />On May 5, 2016 I visited the property at 1611 E Wayne St, in the East Wayne Local Historic District. The scope of work for the <br />proposed COA included gutters, fascia, and soffit. Upon inspection, I noticed the only part of the house that currently had a <br />gutter was above the door near the driveway on the east side of the house. There is a gutter system on the garage, but I do believe <br />this is part of the application. There is a crown molding transition at the top of the fascia board that continues around the entire <br />house. It appears as though the gutter that exists in that single east location is attached over that crown molding. The application <br />does not specify if that crown molding will be replaced when the fascia is replaced or will it be omitted in lieu of a flat surface to <br />attach gutters to. Round gutters will allow the crown to remain, "K" style gutters are best installed flat against the fascia board. <br />In regards to the soffit, there are multiple locations where evidence of water infiltration has occurred, there are two locations <br />where someone has wrapped plastic around the soffit. I can only assume this was done to keep elements or pests out. The soffit <br />is currently made of wood as evident by the splintering and visible wood grain. So is the fascia board. <br />There is no doubt that sections of the soffit as well as the fascia are in need of replacing. It is also of my opinion, that additional <br />vents be added along the soffit. The large overhang may be better served with additional airflow to allow heat and moisture to <br />move more freely through the space. <br />2 <br />
