The high gabled roof has asphalt architectural shingles and a gabled dormer. The front porch is partially open. <br />There 1/1 double hung windows on the front fagade and around the attic have geometric pattern in the upper sashes. The <br />windows in the sides and all in the rear enclosure are 1/1. <br />ALTERATIONS: The Brick Piers were re -built in 1985 approved with COA dated 21 October 1985. There was a rolling black <br />metal wrought iron gate approved in 1997 for installation behind the piers. The new roof was installed with COA 2015-0408. <br />The handicapped accessible ramp was added at a later date. <br />APPLICATION ITEMS: Replace roof with 50 yr old professional grade asphalt architectural style shingles. Replace areas of <br />crumbled stucco with new matching product. Replace rotten fascia boards with new boards. Replace all gutters as originals were <br />missing and broken. Replace rotten and broken at windows as need with Kolbe and Kolbe like kind replacements of existing. <br />See window breakdown attached to email correspondence. Repair 2nd floor bathroom window. Replace l't floor butler's pantry <br />single window with double window in prairie design consistent with existing. Remove circa 1980s wheelchair ramp from side <br />door and replace with cement stoop consistent with existing fingerprint of former stoop. Material will be similar to original grout <br />in masonry. Existing ramp is a liability and detriment to the property. Widen and rebuild brick pillars on either side of driveway <br />with existing and direct match brick. Remove 5 trees from property to install a new septic system per TCU (former owner) <br />agreement. Add fence to front of property to match existing black wrought iron style aluminum gate. See attached to e-mail. <br />DESCRIPTION OF PROPOSED PROJECT. The roof replacement was staff approved in April. All of the in-kind replacements <br />of the stucco, gutters, fascia and repair of the bathroom window can be staff approved. The brick piers have already been moved <br />and the trees have been removed. The chimney removal mentioned in the Preservation Specialist's report was not applied for in <br />this application. The homeowners are requesting replacement of all of the deteriorated attic windows, second floor bathroom <br />window and the window in the butler's pantry with wood Kolbe Heritage double hung windows with muntins to match original <br />windows. They also wish to remove the wheelchair ramp and restore the concrete stoop in its original place. The homeowners <br />wish to install a decorative aluminum fence to match the current gate (EFS -15 style) in front of the house along Locust Road <br />and along the west side of the property. (Refer to diagram) <br />STANDARDS AND GUIDELINES: <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or <br />addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not <br />require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed <br />treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A <br />modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). <br />
