Prohibited <br />No changes may be made to the appearance of the site by removing trees, fencing, walkways, outbuildings or other elements <br />before evaluating their importance to the property's history and development. Front yard areas shall not be transformed into <br />parking lots nor paved nor blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The <br />installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, shall not be permitted in areas <br />where they detract from the architecture of a building, are intrusive to the public view of the building or are highly visibly from a <br />public street, or ruled inappropriate after Commission review. <br />Utility poles with high-intensity overhead lights should be installed so that they cannot be seen from a street. The Commission <br />will evaluate all installations as well as any potential exceptions resulting from special circumstances, before granting a C of A. <br />STAFF RECOMMENDATION: Staff recommends approval of the project as it follows the guidelines for the Chapin Park <br />District. <br />Catherine D. St. Joseph COA#2015-0504D Taylor's Field <br />Representation by Ben Wilson, owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 6 May 2015 <br />Application Number: 2015-0504D <br />Property Location: 531 South St. Joseph <br />Architectural Style/Date/Architect or Builder: Free Classic/1910 <br />Property Owner: Mary Ann and Ben Wilson <br />Landmark or District Designation: Taylor's Field <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house is a 2 storey plus attic situated on a corner double lot. It has an irregular <br />plan and vinyl clapboard siding. The hipped roof has two hipped dormer covered in asphalt shingles. There is a hooded wood <br />panel with dentilled frieze front porch entrance supported by brick columns with a low brick wall in between. The second floor <br />front windows are 16/1 double hung; there are 1/1 double hung windows in the first floor boxed bay and three part bay on the <br />second floor on the south side. <br />ALTERATIONS: The vinyl siding and asphalt roofing are not original to the house. Some of the windows appear to be <br />replacement windows. The spindles in the porch and upper floor balconies are replacements. COA#2015-0331 enclosed the rear <br />and side yards with a wood fence. <br />APPLICATION ITEMS: Install tool shed (9.870.5 foot) in back corner of lot — only 8 inches will be above fence line; willing <br />to paint, alter top to blend in as needed — very minimal alteration to property from street. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners propose to add a small white/cream/brown galvanized steel <br />storage shed to the back yard, inside the new fully enclosed backyard fence. Only a very small amount of the roof will be visible <br />from the street. <br />STANDARDS AND GUIDELINES: <br />Taylor's Field Local Historic District Guidebook <br />III. NEW CONSTRUCTION <br />C. SHEDS AND ACCESSORY BUILDINGS <br />Accessory buildings are those structures that serve a specific subordinate function to the residence. These include garages, <br />carports and storage sheds. All of the accessory buildings are located in the rear yard. <br />Required <br />Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor sculpture, <br />children's play equipment, etc.) shall be located at the rear of the property and as unobtrusively as possible while preserving <br />historic relationships between the buildings, landscape features and open spaces. Proportions and materials shall conform to those <br />required for new construction. <br />Recommended <br />Accessory building designs should be compatible in character and mood to the residence and the neighborhood. <br />Prohibited <br />Prefabricated metal sheds shall not be used. <br />Not Recommended <br />Prefabricated wood composition sheds should not be used unless they conform to all other standards. <br />STAFF RECOMMENDATION: Staff recommends approval as the project as it will be only barely visible from the street. <br />
