Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular <br />examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of <br />overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the <br />additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause <br />minimal visual change to the original style and construction. <br />2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the <br />original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. <br />a. wood—all wood trim should conform with existing trim in shape and size. <br />STAFF RECOMMENDATION: Staff recommends approval of the proposed projects. <br />C.D. The exterior walls are clapboard siding with Corner boards. The steep hipped roof is covered with asphalt <br />shingles.. There is a full width porch across front with wood flooring and balustrade and spindle newal posts, doric wood <br />columns, concrete steps and lattice work at base. The windows are wood 1/1 double hung though out; oval hall window on <br />south, arched window in porch; fanlight in gable; glazed wood panel door. <br />ALTERATIONS: No alterations to the exterior of the house other than the fire. <br />APPLICATION ITEMS: Demolish the house. Several contactors have told us we do not have sufficient funds to replace in- <br />kind. <br />DESCRIPTION OF PROPOSED PROJECT: The home has been severely damaged by a fire that was so intense that it melted <br />the appliances in the kitchen. The entire structural integrity of this house has been severely compromised. <br />STANDARDS AND GUIDELINES: V GENERAL: <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public safety, and demolition is <br />the only alternative. Documentation of interior and exterior features of the original buildings, especially homes rated as <br />historically significant, is encouraged. Measured drawings and photographs may be submitted to the Historic Preservation <br />Commission for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. <br />Catherine D. Hostetler, <br />Director <br />On a motion by Elizabeth Hertel with a second by Brandon Anderson to deny application as <br />presented. <br />Vote: 6 — 0 unanimous. <br />Elizabeth Hertel: This is an open fire investigation and no cause and origin have been determined. <br />Brandon Anderson: Lack of sufficient documentation for taking the building down due its <br />structural integrity and continuing to be an open investigation. <br />Mike Voll: Not quite enough information on its overall damage and rebuild ability to make a <br />decision to take it down, whereas if some of the rear end has to be done, the street looks pretty <br />good. . <br />E <br />
