Hostetler, Director <br />On a motion by Lynn Patrick with a second by Kevin Buccellato to approve application as <br />submitted. <br />Vote: 5 — 0 Unanimous. <br />COA#2012-1001A Approved. <br />3. 701 Pennsylvania COA#2012-1003 Local Landmark <br />No representation. <br />— — -- STAFF REPORT <br />— - -- --- ------ ---- <br />_ CONCERNING APPLICATION FOR A - — — — — - <br />-CERTIFICATE OF APPROPRIATENESS - - -- <br />Date: 3 October 2012 <br />Application Number: 2012-1003 <br />Property Location: 701 Pennsylvania Avenue <br />Architectural Style/Date/Architect or Builder: Italianate/1865 <br />Property Owner: John Morris <br />Landmark or District Designation: Local Landmark and National Register <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: This is a two storey wood frame Italianate built upon a stone foundation. It has a <br />hipped roof with asphalt shingles. The walls are clapboard siding. There is a length front porch with wood decking and turned <br />columns; there is a full length rear porch with the same details. The windows and front door have arched openings that splay out <br />at the top and bottom. The windows are 4/4 double hung. There is a double bracketed cornice line with dentils <br />ALTERATIONS: This entire structure has been extensively restored since 2002. The roof is a replacement as are some of the <br />windows. The porches are restorations. Siding has been replaced in-kind. <br />APPLICATION ITEMS: 6' privacy fence in back yard (stockade with dog ear top cut.) Posts will be PT 4x4 set 2 ft. deep in <br />ground with concrete footings. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to enclose the backyard of his house beginning at <br />the rear set backs of the house and terminating at the sides of the garage. He will be installing a 6' wood privacy fence with 4x4 <br />posts set in concrete. <br />STANDARDS AND GUIDELINES: <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re-roofmg, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not <br />require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed <br />treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A <br />modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). <br />Additions to landmarks should not detract from the original form and unity of ht landmark and should not cover singular <br />examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of <br />overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the <br />additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause <br />minimal visual change to the original style and construction. <br />STAFF RECOMMENDATION: Staff recommends approval of the fencing as it conforms to the Group B standards for <br />Landmarks and will not impact the architectural integrity of the house. <br />Catherine D.
