Front porches, stoops, patios and steps that are important to the building's style and development shall not be altered or removed;
if in need of replacement, see above Required section. See also Section IV B. Access for Handicapped or Disabled Persons.
Not Recommended
Original porch details should not be replaced with materials representing a different period or style from the original.
STAFF RECOMMENDATION: Staff recommends approval as the project conforms to the Chapin Park Guidelines.
Catherine D. Hostetler, Director
On a motion by Dave Steinhauer with a second by Lynn Patrick to approve application as
presented.
Vote: 5-0 Unanimous.
COA#2012-0921B Approved.
-- —2.553 River— COA#2012-1001A- - Edgewater-- -- -
- - - Representation by Steve Kurtz, owner. -
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: 2 October 2012
Application Number: 2012-1001A
Property Location: 553 River
Architectural Style/Date/Architect or Builder: American Foursquare /1922/Whitcomb&Keller
Property Owner: Liz and Steven Kurtz
Landmark or District Designation: Edgewater Place
Rating: Contributing
DESCRIPTION OF STRUCTURE/ SITE: This home is a two storey American foursquare set on a brick foundation. The
walls are the original clapboard and features narrower clapboard on the second storey above the molded string course. There are
comer boards on all sides of the first storey. There is a hipped roof with hip roof dormers covered with asphalt shingles. The 4/4
windows in the dormers appear to be original. The wood windows on the body of the house are original and are 8/1 on the first
storey and 6/1 on the second. There is a full length front porch set upon brick with tall, large brick square columns that extend
above the porch roof line and are on either side of the front porch. The porch has wooden railings and balustrades.
ALTERATIONS: The original asbestos roofing was removed and replaced with asphalt shingles in 1983. A 6 foot privacy
fence between 553 and 549 River at the alley was erected in 1990. The two car frame garage appears to have been constructed
after 1932. The aluminum storm windows were added in 2010.
APPLICATION ITEMS: Remove vertical support, replace new solid header, install one 16'xT door to replace the 2
deteriorated sling doors. Install new wood trim work around doorway as necessary.
DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to replace the deteriorating sliding doors on the 1932
garage located at the rear of the backyard along the alley. They propose to replace the doors with one Ideal Door M5LT Long
Panel Design metal garage door. The owners will have installed a new header to accommodate the wider opening and replace any
necessary trim work in-kind. The two current garage doors have a center support and open directly onto a narrow alley in front of
a telephone pole and a light pole making it difficult for one car to use the garage as it exists. The wider single opening will
alleviate this problem and allow for both cars to be in the garage.
STANDARDS AND GUIDELINES: Edgewater Place:
B. BUILDING SITE, LANDSCAPING, AND ACCESSORIES
Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by a walk
leading to the front entrance. Many properties have a straight driveway along one edge of the lot leading to a garage at the rear of
the house. This driveway often has a sidewalk along one side leading to the front entrance either in the center or at the side of the
house. Driveway and sidewalk materials include asphalt or concrete. All of the properties have trees; many have trimmed
shrubbery and hedges. All of the houses conform to a uniform
setback line within each block.
Required
Existing plants, trees, fencing, walkways, streetlights, signs, and benches which reflect the properties' history and development
shall be retained.
Recommended
New site work should be based upon actual knowledge of the past appearance of the property found in photographs, drawings
and newspapers. New site work should be appropriate to existing surrounding site elements in scale, type and appearance. Plant
materials and trees in close proximity to the buildings that are causing deterioration to the building's historic fabric should be
removed.
Prohibited
No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings and other
site elements before evaluating their importance to the property's history and development. Front yard areas shall not be
transformed into parking lots nor paved nor blacktopped. Front yard areas shall not be fenced, with the exception of properties
along Lincolnway, which may be fenced, but not with enclosed stockade -type fencing.
Not Recommended
Telephone poles with high intensity overhead lights should not be used, with the exception of along Lincolnway.
