CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 12 October 2012 <br />Application Number: 2012-1012 <br />Property Location: 557 Edgewater <br />Architectural Style/Date/Architect or Builder: Prairie/1920AVhitcomb&Keller <br />Property Owner: Tina Assimos <br />Landmark or District Designation: Local Land mark/Edgewater <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The house was landmarked in 2000. This is a two storey stucco home with <br />intersecting hip roofs covered with Art Lock asphalt shingles. It has broad flat soffited overhangs. There is an enclosed front <br />porch surrounded by stucco piers facing the river. The windows are 1/1 double hung with divided upper light. There is a porte <br />cochere at the west side main entrance. There is a detached 2 car garage with two sets of double leaf wood doors with B light <br />--- --- --windows. -- -_ _ -- _ - <br />-- -- - - <br />ic— <br />ALTERATIONS: Aluminum storms were added (COA1981-0414). Rear and side foundation windows replaced with vinyl <br />windows (COA 1984-0813)A two storey rear addition was built in 1989 that replaced a two storey porch and vinyl beaded soffit <br />was installed (COA1989-0110). The roof material is not original to the house (COA 1998-0617) or the garage(COA 1999-1130). <br />Replaced 90 year old garage door and garage floor. Straightened driveway and with concrete. Built/Constructed roof over rear <br />entry door in style of rear bay window roof, proportional to doorway size, approximately 4'x4'. Constructed wood steps with <br />landing and banister at 45 degree angle to rear door so that steps face the driveway. (COA2011-0428). New architectural asphalt <br />roof with COA 2012-0518. <br />APPLICATION ITEMS: Remove existing overhang with built in gutter system. Build new overhang with standard box soffit <br />and fascia (install new fascia at angle if need be). Install new 5" seamless gutters flat mounted against fascia. All painted to <br />match. Install bead board soffit to match. <br />DESCRIPTION OF PROPOSED PROJECT: Vinyl was previously installed over failing original stucco soffit, which masked <br />the issue, enabling the stucco underneath to further deteriorate. This situation was discovered when Freund Roofing was <br />completing previously approved COA#2012-0518 for roof replacement. Internal gutters are deteriorated and cannot be repaired. <br />STANDARDS AND GUIDELINES: Groun B <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or <br />addition to a historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general <br />cleaning and upkeep of the landmark The Commission shall encourage the proper maintenance of all structure or sites. <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements <br />include re -roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of he landmark. A treatment change of any surface whether on the landmark or in its environment may require a <br />Certificate of Appropriateness if it significantly alters the appearance of the landmark. Although these kinds of changes may not <br />require a Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the proposed <br />treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, is a change in mass. A <br />modification, which involves the removal of a part of the landmark, should be considered under demolition (see demolition). <br />Additions to landmarks should not detract from the original form and unity of the landmark and should not cover singular <br />examples of architectural detail. Additions to landmarks should be added in a manner that does not disrupt the visible unity of <br />overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the <br />additions. Care should be taken not to change or alter the following: <br />1. Structure—Necessary structural improvements, where safety demands should be accomplished in such a way as to cause <br />minimal visual change to the original style and construction. <br />2. Material—Additions and improvements involving any new material in the landmark should be of the same material as the <br />original. It should be the same size and texture. An alternative material may be allowed if it duplicates the original. <br />a. wood—all wood trim should conform with existing trim in shape and size. <br />EDGENVATER <br />B. ROOFS AND ROOFING <br />Roof shapes in the district vary from hip and gable to gambrel. All are covered with asphalt shingles. <br />Eaves in most cases, have wood facias with gutters and downspouts. Some aluminum sided houses have aluminum covered <br />facias. <br />Required <br />The existing shape and materials of the roof shall be retained. All architectural features which give the roof its essential character, <br />such as dormer windows, cornices, brackets and weather vanes, shall be retained. <br />Recommended <br />Whenever possible, the original shape and materials of the roof shall be restored. Particular effort should be made to retain <br />materials such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is <br />deteriorated beyond repair should be replaced with new material that matches as closely as possible the existing or original in <br />composition, size, shape, color, and texture. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof by adding architectural features or roofing materials <br />inappropriate to the style of the house.
