PUBLIC HEARING <br />A. CERTIFICATE OF APPROPRIATENESS <br />1. 840 Park COA#2012-0921B Chapin Park <br />Representation by Jeff Dierbeck, contractor representing homeowner. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 October 2012 <br />Application Number: 2012-0921B <br />Property Location: 840 Park <br />Architectural Style/Date/Architect or Builder: Free Classic/1907 <br />Property Owner: Diana and John Matthias <br />Landmark or District Designation: Chapin Park <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This wood frame 2 storey plus Free Classic is set upon brick foundation. The <br />walls are clapboard with shingled peaks. The cross gable roof is covered with asphalt shingles. There is a full width front porch <br />with wood ionic columns, balustrade deck and dentilled frieze line. The windows are double hung sash with multi panes over <br />one; some are 4/4 double hung. <br />ALTERATIONS: The capitals on the porch columns are not original to the house. The rear flat roof, wood storm door on <br />second floor and 7 first floor wood rear porch storm windows have been replaced in-kind(COA2006-0830); in-kind 1x6 cedar <br />siding replacement throughout exterior as needed (COA2007-0725) <br />APPLICATION ITEMS: Reinstall iron railings from 1978. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to re -install the wrought iron hand railings on the <br />front porch. These railings were discovered in the basement and are being refurbished. <br />STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES AND STEPS <br />Most houses in the district have either an open or enclosed porch across the front. Most porches have either hip or gabled roofs or <br />are covered by the main roof of the house. <br />Required <br />When deteriorated beyond repair, existing or original porches, stoops, patios and steps, including handrails, balusters, columns, <br />brackets, tiles and roof decorations, shall be retained or replaced by replicas of the same design or by a design more in keeping <br />with the historic period of the structure. Porches and additions reflecting later architectural styles and which are important to the <br />building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />
