24 May Sent draft to Morris for corrections. Spoke with Larry Schohl of the River <br />Bend district about Code concerns and recent experiences; reported he was feeling <br />frustrated that Code is only concerned with trash and grass until a house becomes a public <br />nuisance or a threat to safety. Worked on Director's Report for the week. Delivered <br />support letter to Mary Ellen Smith at the Morris. Met with Bill Coleman, Architect on the <br />project at 145 N. Michigan; needed historic facade information. Recommended that he <br />check with Mary Prince at the Tribune Archives and failing that, to the Center for History <br />Archives. HPC doesn't have that particular corner of Colfax and Michigan. <br />25 May Received faxed COA application for 221 E. Navarre from Fred Helmen <br />and arranged for him to pick it up on Tuesday at 11:04. Contacted Kurt Garner and <br />corrected Nomination and Map to reflect name change from Chapin to Martin Luther <br />King Drive. Sent Mayor a request for his support letter and a draft copy of the letter. <br />28 May MEMORIAL DAY OFFICE CLOSED <br />29 May RME COA for Doug Turnock at 543 Edgewater. General Office work. <br />I learned that I was a recipient of the $1,000.40 CLG scholarship to attend the National <br />Alliance of Preservation Commissions in Norfolk 18-22 July. Elicia also received <br />scholarship to attend. Met with Fred Helmen for RME COA for re -roof at 221 E. <br />Navarre in River Bend; discussed several of the marginal properties at 230 Navarre and <br />609 Riverside Dr. <br />30 May Met with Preservation Specialist Intern, Philip Dudeck and Steve Szaday. <br />On site photographing for COAs at 547 River and 344 Sunnyside. Composed Staff <br />Reports for June 18 meeting. Elicia taking following week off as vacation. Staying current <br />with Staff Reports in case the Office gets swamped at the COA application deadline of 4 <br />June. Worked on RMEs. <br />31 May Prepared May fees and turned in to Auditor's Office. Picked up Mayor's <br />letter for West LaSalle National Register Nomination and mailed with the Nomination and <br />reports to Holly Tate at the DHPA. Completed the RME reports for Commissioner <br />packets. Spoke with new homeowner Daniel Kim at 1017 Riverside about his dead ash tree <br />and the COA procedures to get this dead tree taken down. E-mailed the website and the <br />Contractor's Listing. Researched a home at 449 Gladstone for a Jahn Adams student. <br />Attended the Vacant and Abandoned Housing task Force Community Meeting at Muessel <br />School between 5:30-7:30. Well attended. The focus is on the census tracts west of <br />Portage that have experienced a population decline of over 50% and the loss of Industrial <br />jobs (still mentioned Studebaker—after 50 years? I think the Community is over that) also <br />South Bend was in the top 10 for sub -prime mortgages and has 6700 foreclosures. There is <br />a landlord registration ordinance in process at the Common Council;. The City is working <br />on State Legislation to have Land Banks. There is a Good Samaritan Law in South Bend <br />that will allow concerned citizens to mow lawns on vacant properties and not be prosecuted <br />for trespassing. The tax sale system/cycle was discussed at length and an Ombudsman was <br />suggested to mediate both sides of the transaction to prevent confusion and delay title. <br />N <br />
