25 June Read national Register Nomination for Farm at St. Pat's Park. Arranged to <br />tour both barns and settings with Sarah and Shelley of Parks along with Elicia and <br />Michelle. The second level of the red barn was still filthy with bat guano and inhabited. <br />Participated in Common Council Committee meetings. During the Public Works and <br />Property Vacation Committee Valerie Schey commented that she has a neighborhood <br />problem because she lives in an historic district and many neighbors want the vacant and <br />deteriorating 1105 E. Wayne / 230 S. Eddy demolished. (The owner of record is still <br />Arnett Echo and the taxes are current.) Kathy Cekanski-Farrand directed her to address <br />her questions to me. I explained that a COA would need to be approved for demolition by <br />the Commission and that over the years, deteriorated and neglected houses have been <br />demolished in historic districts. I also spoke against a variance on Parry Street to allow for <br />an auto repair business of be allowed behind a home within a block of 415 Parry, a <br />landmarked home, at the Zoning and Annexation Committee. The Committee was <br />amenable to the spot zoning for this repair shop apparently because the owner lived there <br />over 30 years and his son wants the shop (if it didn't succeed, his mother may use it to <br />make tamales and tacos) and the 2008 East Bank Village Plan has not been adopted by the <br />Council. The issues was continued and a meeting on Friday, 29 June at 1:00 was <br />scheduled to discuss this matter with all parties concerned. <br />26 June Finally completed the coordination with DTSB, HPC, Katherine Roos, and the <br />Library for a meeting on Wednesday at 10:00 to discuss the Avon Theatre. Complied and <br />turned in fee and revenue estimates for balance to 2012 and 2013 to the Auditor's Office. <br />Reviewed article from Alliance: Historic Preservation Commissions and Local, <br />Government Structure. Elicia would like to set up a meeting with Scott Ford with this <br />article as a springboard to integrate the HPC in the boarder sphere of local government. <br />Met with Catherine Topple about neighborhood raccoon problem in River Bend after <br />turning in a dozen Code violations to Code with pictures and descriptions that Steve and <br />intern, Phillip Dudeck compiled; also turned in two building code violations to Mark <br />Lyons. Met with Pam Florey at 1336 E. Wayne S. concerning her dying tree that is too <br />close to the house; brought her the Contractor's List and COA forms. Attended the <br />Vacant and Abandoned Housing meeting at Kennedy School between 5:30 and 7:30. The <br />emphasis was on Code enforcement and actually suggested follow up reports on <br />completed work and productive uses for demo sites; Data -how it is used to feed Code; <br />Land Banking and Resources/Support for Rehab and Reuse of Vacant and Abandoned <br />Housing or sites. Need to improve acquisition process of vacant neighborhood properties; <br />suggested involving local Churches and Neighborhood groups and once an area was <br />rehabbed to get bus lines to it. <br />27 June Meeting with Debra Futa, Bruce Burnett, David Woodcox of the SJC Library; <br />Tamara Nichols -Smith and Aaron Perri of DTSB; Katherine Roos of the Mayor's Office <br />and Tim Klusczinski at the Library concerning saving the Avon Theatre facade that they <br />Library would like to have demolished before Ciao's opens up in August with a seven year <br />lease from the Library. Katherine discussed the economics of $4,000.00 per space for <br />surface parking versus a pocket park for less money for the area behind the Avon faced. <br />Tamara wanted to know the cost difference between mothballing and demolition; perhaps <br />the City would look at possibly funding the difference. Aaron suggested using parking <br />structures to which Debra said that employees are afraid of them and their amenities leave <br />2 <br />
