2. 1733 East Wayne COA #2012 -0402 East Wayne <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 2 April 2012 <br />Application Number: 2012 -0402 <br />Property Location: 1733 East Wayne Street <br />Architectural Style/Date /Architect or Builder: Dutch Colonial Revival /1927/H.RStapp <br />Property Owner: Kristine and Daniel Hatcher <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The house at 1733 E. Wayne is a 2 storey frame construction with a large front <br />shed dormer set on a rectangular floor plan situated on a comer lot. It has a gambrel roof with asphalt shingles and has molded <br />trim on the rake board. The windows are 6/6 double hung. The entry is a single gable canopy with open arch under, entablature <br />and cornice details, supported by square box columns with lattice work and a brick stoop. <br />ALTERATIONS: The garage 18 x 20 was built in 1949. The replacement siding (aluminum) was noted on the 1987 survey card <br />has been removed. The house was also noted as Altered, Major. The open porch on the north east comer of the house was <br />enclosed in 1995 (COA #1995- 1130); a 700 square foot addition was added to the north side of the house in 2000 (COA# 2000- <br />0821). The two center windows on the second storey above the entry's gable are replacement windows. There are aluminum <br />storm windows on the front windows. The front door is not original to the house. The louvered shutters noted on the 1987 survey <br />card are no longer there. A privacy Fence with gate was installed on the south side, new sidewalk and patio were installed on the <br />west side and stepping stones were installed in the front yard leading to the gate with COA #2010 -1004 <br />APPLICATION ITEMS: Replace front door with new 6 panel door in black (same color as current) with 2 small lights (glass) <br />instead of top 2 small square panels [no lights in current door]. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to install a 6 panel, the two upper panels as lights, Oak <br />grain fiberglass Pella door painted either black or red with aged/antiqued bronze hardware. The homeowners are contacting <br />Hinges and Handles to see if the box lock can be repaired and installed successfully in the fiberglass door. The door knocker will <br />be re -used and the brass kick plate will be replaced with bronze kick plate. <br />STANDARDS AND GUIDELINES: East Wavne Street: <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. <br />Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If <br />new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm <br />doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of <br />canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and <br />door openings which would alter the scale and proportion of the building shall not be introduced. <br />Inappropriate new window and door features such as aluminum insulating glass combinations that require removal of the original <br />windows and doors shall not be installed. <br />Not Recommended <br />Awnings, hoods, and fake shutters made of metal, vinyl, or fiberglass should not be used if they would detract from the existing <br />character or appearance of the building. <br />STAFF RECOMMENDATION: Staff recommends approval of the project as it conforms to the guidelines for East Wayne <br />Street. The color of the door is the owner's choice. The locking mechanism hardware will be re- installed if it can be made to <br />function. <br />Architectural Historian Dave Steinhauer concurs that the proposed door is appropriate to that <br />residential type. <br />On a motion by Lynn Patrick with a second by Sandy Rossow to approve application as <br />submitted. <br />Vote: 7 — 0 Unanimous. <br />COA #2012 -0402 Approved. <br />
