King, Owner <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: 4 April 2012 <br />Application Number: 2012 -0404A <br />Property Location: 525 Edgewater Drive <br />Architectural Style/Date /Architect or Builder: Dutch Colonial Revival/1922/ Whitcomb & Keller <br />Property Owner: Firmer King <br />Landmark or District Designation: Edgewater Place <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: 1 '/z storey rectangular plan plus full length porch on a brick foundation. The walls <br />are wood shingles. Roof is a side gambrel with a shed dormer along front, all covered in asphalt shingles. Porch features 4 square <br />wood columns supporting a simple eave of low slope porch roof. Front door is a wood panel door with storm door. Windows are <br />8/1 wood double hung. <br />ALTERATIONS: Aluminum storm windows and door. Porch was rebuilt in 2008. The rear door is not original to the house. <br />The roof has been replaced. <br />APPLICATION ITEMS: Install wrought iron handrails on the front steps and install a wrought iron handrail on the rear entry <br />steps. The hand rails will be installed into the concrete of the porches and walkways. <br />DESCRIPTION OF PROPOSED PROJECT: Re- install missing handrail with wrought -iron handrails on both sides of the <br />front steps and re install one wrought iron handrail on the rear entry steps. <br />EDGEWATER STANDARDS AND GUIDELINES: <br />D. ENTRANCES, PORCHES, AND STEPS <br />The majority of the houses in the district have either an open or a enclosed porch across the front or on the side. Most porches <br />have either gabled or hipped roofs or are covered by the main roof of the house. A brick base with wood columns is common. <br />Required <br />Existing or original porches and steps, including handrails, balusters, columns, brackets, tiles and roof decorations shall be <br />retained or replace with replicas of the same design and materials when deteriorated beyond repair. Porches and additions <br />reflecting later architectural styles and which are important to the building's historical integrity shall be retained. <br />Recommended <br />When enclosing porches for heat conservation or for other reasons, it should be done in a manner that does not alter the <br />architectural or historical character of the building. <br />Prohibited <br />Porches and steps that are important to the building's style and development may not be altered or removed. <br />Not Recommended <br />Original porch details should not be replaced with materials representing a different period or style from the original. <br />STAFF RECOMMENDATION: The 1977 survey card notes wrought iron hand railing and columns. The hand railings were <br />not in a 1996 file photograph. The porch was restored in 2008 to its original state in wood but without hand railings. There are <br />wrought iron hand railings throughout this district. Staff recommends approval. <br />On a motion by Dave Steinhauer with a second by Lynn Patrick to approve application as <br />submitted. <br />Vote: 7 — 0 Unanimous. <br />COA #2012 -0404A Approved. <br />B.
